DUBAI, United Arab Emirates — An Israeli-Moldovan rabbi living in the United Arab Emirates has gone missing, with Israeli authorities raising the suspicion Saturday he may have been kidnapped as tensions remain high with Iran. Israeli media citing unnamed security sources reported that Zvi Kogan, who has been missing since noon Thursday, may have been kidnapped. Western officials believe Iran runs intelligence operations in the UAE and keeps tabs on the hundreds of thousands of Iranians living across the country. Iran also kidnapped Iranian-German Jamshid Sharmahd in 2020 from Dubai, taking him back to Tehran where he was executed in October. However, the Mideast wars have sparked deep anger among Emiratis, Arabs and others living in the UAE.

Israel’s new defense minister has said security forces would no longer apply administrative detention orders to Jewish settlers in the occupied West Bank, and thus only Palestinian suspects can be held indefinitely without trial. Israel Katz, a long-time ally of Israeli Prime Minister Benjamin Netanyahu, was appointed defense minister earlier in November and announced the decision on Friday. In 2019, Trump abandoned the long-held U.S. position that West Bank settlements are illegal before it was restored by President Joe Biden. Settler immunity from administrative detention coincides with heightened rhetoric from Israeli ministers calling for the West Bank to be annexed. The U.N. said four Palestinian children have been killed every week in the West Bank on average since the current conflict began, a three-fold increase from the first nine months of 2023.

Israeli bombardment has killed more than 3,500 people in Lebanon and wounded more than 15,000, according to the Lebanese health ministry. The strikes occurred at 4 a.m. local time, destroying an eight-story building and leaving a crater in the ground. Also on Saturday a drone strike killed one person and injured another in the southern port city of Tyre, according to the state-run National News Agency. The agency said the people killed and injured in Tyre were fishermen. The strikes came a day after heavy bombardment of Beirut’s southern suburbs and as heavy ground fighting between Israeli forces and Hezbollah militants continues in southern Lebanon, with Israeli troops pushing farther from the border.

The Lebanese militant group Hezbollah has been using an advanced missile against Israel that was reverse-engineered from an Israeli weapon it captured in a past war, according to Israeli defense officials. Hezbollah fighters are believed to have seized the original Israeli Spike anti-tank missiles during the 2006 Israeli-Hezbollah war in Lebanon and shipped them to their main state backer, Iran, for cloning, Israeli and Western defense officials and weapons experts say. Eighteen years later, Hezbollah is firing the rebranded Almas missiles at Israeli military bases, communication systems and air-defense launchers with enough precision and power to pose a significant challenge for Israeli military forces. The missiles have a range of up to 10 miles and carry advanced guidance seekers to track and lock onto targets. That Iran and its proxy forces have cloned weapons systems to use against the very adversaries who designed them is not new.

An Israeli airstrike on a residential building in central Beirut killed at least 11 people on Saturday, the Lebanese Health Ministry said, part of an intensifying Israeli military campaign that appears aimed at pressuring Hezbollah into a cease-fire deal. The strike was an attempt to assassinate a top Hezbollah military commander, Mohammad Haidar, according to three Israeli defense officials who requested anonymity to discuss sensitive military operations. Hezbollah officials on Saturday afternoon said that none of the group’s leaders were at the site of the airstrike, and later in the day, one of the Israeli officials said Mr. Haidar was not killed. The strike came just after 4 a.m., jolting Beirut residents awake with thundering explosions that left much of the city enveloped in acrid smoke. It was the third strike this week in central Beirut, an area that had largely been spared since the war between Hezbollah and Israel escalated.

CNN —At least 11 people have been killed and several others injured after an Israeli strike flattened a multi-story residential building in central Beirut overnight, Lebanese officials said. At least 23 other people were injured in the strike, according to a toll provided by Lebanon’s Civil Defense. Saturday’s attack marks the latest in a string of Israeli strikes on central Beirut in recent weeks, following the killing of a Hezbollah spokesperson in an airstrike last Sunday. Most Israeli airstrikes have targeted the Lebanese militant group’s stronghold in Beirut’s southern suburbs since hostilities ramped up early last month. On Friday, the director general of Dar Al Amal University Hospital near Baalbek in eastern Lebanon was killed along with six of his colleagues in an alleged Israeli strike, according to Lebanon’s Health Ministry.

Ali Mussa Daqduq had been captured by U.S. forces following the 2007 raid in which militants posing as an American security team killed five U.S. soldiers. It was not immediately clear when the strike took place, where in Syria or whether it targeted Daqduq specifically, the senior defense official said. The elaborate raid Daqduq helped plan was carried out at a U.S.-Iraqi military complex in Karbala on Jan. 20, 2007. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. WASHINGTON — The Senate voted overwhelmingly Wednesday night to reject three efforts led by progressive Sen. Bernie Sanders that would have blocked certain offensive weapons sales to Israel. The International Criminal Court issued arrest warrants on Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas officials, accusing them of war crimes and crimes against humanity over the war in Gaza and the October 2023 attacks that triggered Israel's offensive in the Palestinian territory. Netanyahu and other Israeli leaders have condemned ICC Chief Prosecutor Karim Khan's request for warrants as disgraceful and antisemitic. U.S. President Joe Biden also blasted the prosecutor and expressed support for Israel's right to defend itself against Hamas. The court also issued a warrant for the arrest of Mohammed Deif, one of the leaders of Hamas. Khan sought warrants in May, accusing Netanyahu and Gallant of crimes including murder, intentionally attacking civilians, and persecution.

It has been nearly a month since Israel sent more than 100 jets and drones to strike Iranian military bases, and the world is still waiting to see how Iran will respond. It is a loaded pause in the high-risk conflict this year between the two Middle East powers. The first volley of strikes came in April, when Iran decided to avenge an attack on one of its diplomatic compounds by directly bombarding Israel with at least 300 missiles and drones. Even then, Israel waited days, not hours, to respond. While ICC warrants don’t guarantee arrests, they could significantly restrict Netanyahu’s ability to travel to ICC member states. The prime minister said at the time that “trust between me and the minister of defense has cracked.” Katz, who served as foreign minister until then, became defense minister. After an arrest warrant has been issued, the ICC sends requests for cooperation to member states. Previous leaders who have been faced with ICC arrest warrants have experienced limitations on their ability to travel, unable to pass through countries legally obliged to arrest them.

This resolution abandoned that necessity, and for that reason, the United States could not support it. The court also issued a warrant for the arrest of Hamas’s military chief, Muhammad Deif, accusing him, too, of crimes against humanity, including murder, hostage taking and sexual violence. Israel has said that it killed Mr. Deif in an airstrike, but the court said it could not determine whether he was dead. Mr. Netanyahu and Mr. Gallant are unlikely to find themselves in a courtroom standing trial on the charges anytime soon. The court has no police force to make arrests and neither Israel nor its chief ally, the United States, is among its member nations. But the order carries significant moral weight, it is likely to restrict the leaders’ travel around the world, and it further isolates Israel as it prosecutes wars in Gaza and Lebanon.
