Trump has flirted with changing budget laws, but experts told BI that could cause a massive fight. Despite its name, the DOGE will not actually be a government department, as departments are permanent and can only be created by Congress. "The Department of Government Efficiency (DOGE) will ultimately be staffed and dedicated to this mission," Brian Hughes, a spokesperson for Trump's transition team, told BI in a statement. "It just doesn't work, unless you decide to start cutting Social Security benefits or Medicare, at which point all hell breaks loose," she told BI. Trump, Musk, and Ramaswamy may try to circumvent the congressional obstacles standing in the way of their cost-cutting agenda.

Read previewRussia equipped its deadly attack drones with cellphone parts to help improve their targeting capabilities, a war expert noted in a new report. Advertisement"Second," he said, "the Russians were sending telemetry data from the UAVs back through the mobile phone network to help plan follow up strikes." "This is only possible, however, if the mobile phone network has effective relationships with security organisations," he said. Cellphones and related technology have played a role on both sides of the war, with Russia and Ukraine using enemy signals to aid in their targeting and strikes. "Used properly, mobile phone networks can help militaries to hide in the noise, distribute critical data, and deconflict with civilian authorities."

Israeli Prime Minister Benjamin Netanyahu addresses a joint meeting of Congress on Wednesday, July 24. But by the end of his speech, it was clear the Israeli prime minister had focused far more on fighting until victory in Gaza than brokering a ceasefire deal. “Give us the tools we need, and we will finish the job,” Netanyahu urged members of Congress. Netanyahu also claimed there were “practically” no civilian casualties during Israeli military operations in Rafah. That is unquestionably false: Multiple strikes in Rafah have resulted in civilian casualties.

“Representative Santos sought to fraudulently exploit every aspect of his House candidacy for his own personal financial profit,” the report concluded. Ethics panel concludes sexual harassment allegation against Santos was not substantiatedThe House Ethics panel said there was not substantial evidence to support a sexual harassment allegation brought against Santos. But the report also indicates that there was some tension between the overlapping DOJ criminal probe and House ethics probe. The ethics panel reached out to the Justice Department to deconflict their investigations, and top DOJ officials asked them in March to pause the ethics probe. The House report says DOJ’s “deferral requests” prevented them from getting to the bottom of certain allegations.

According to the Pentagon's most recent report on China's military power, Beijing has “denied, canceled or ignored” military-to-military communications and meetings with the Pentagon for much of last year and this year. In an effort to improve transparency and communication, defense leaders from the two countries were meeting regularly. He and other defense chiefs, Joint Chiefs chairmen and regional high-level U.S. commanders routinely traveled to China over the next decade, and Chinese defense leaders came to the Pentagon. The Pentagon routinely complained that there was little tangible progress in the press for greater transparency in China’s military ambitions and its burgeoning defense budget. But the lack of communications heightened worries about an increase in what the Pentagon calls risky Chinese aircraft and warship incidents in the past two years.

U.S. President Joe Biden shakes hand with Chinese President Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit, in Woodside, California, U.S., November 15, 2023. The Biden administration is worried about scores of what it calls “unprofessional” operations by Chinese planes and ships near US assets. Biden balances his job as commander in chief with huge political risksBiden knew his meeting with Xi would unleash a political firestorm. Biden had huge political incentives to make this summit a success but also needed to show he was tough on Xi. Meeting low bars at a moderately successful summit will not change the fundamentals of their rivalry.

Why It MattersThe clash reflects two divergent approaches to dealing with a rising China, and could influence forthcoming debates over military spending. Relations between the two countries experienced another setback earlier this year, when the Chinese spy balloon floated over the United States, hovering near sensitive military sites. Mr. Blinken canceled a planned trip to Beijing in the aftermath of the balloon incident. What’s NextMr. McCaul is trying to prove that State Department officials intentionally dragged their feet on punishing China by demanding to see the department’s so-called competitive actions calendars. The State Department was not expected to meet the 6 p.m. deadline Mr. McCaul set for producing the documents.

Billionaire Ray Dalio warned on Thursday that the US and China are on the precipice of war. "The United States and China are on the brink of war and are beyond the ability to talk," reads Dalio's grim message. And as both powers look to protect their sources of essential technologies and minerals, they're making countries around the world choose sides, Dalio warned further. "I want to emphasize that by saying that they are on the brink, I don't mean to say that they will necessarily go over the brink," Dalio wrote. "Have all parties make clear that peace is better than war," Dalio said.
Despite being bigger and more advanced than its enemy, Russia's air force has struggled in Ukraine. It's commonly said that Russian fighter pilots are not as well trained as their Western counterparts, particularly those from the United States. But however ineffective you may think Russian pilot training is compared to the West, the truth seems to be … much worse. A Russian air force pilot prepares to take off in an Su-35 fighter jet at Hemeimeem air base in Syria in September 2019. Put simply, the Gulf War air campaign creates a damning juxtaposition when compared directly to Russia's air campaign over Ukraine.
If security forces abandon the prisons and refugee camps, thousands of ISIS fighters could be released into Syria and threaten the region and the West, say U.S. military officials. Syrian Kurdish Asayish security forces inspect tents at the Kurdish-run al-Hol camp on Aug. 28, during a security campaign by the Syrian Democratic Forces against ISIS "sleeper cells" in the camp. Three U.S. military officials say, however, that patrols with the SDF continued at a reduced rate and without aggressive counter-ISIS missions. So far, the Syrian rebels and the U.S. military say they have not seen signs of de-escalation from the Turks. But if Turkish military operations escalate, say U.S. officials, more SDF fighters will move toward the border, leaving detention facilities and refugee camps with inadequate security, say U.S. officials.
