Israel’s new defense minister has said security forces would no longer apply administrative detention orders to Jewish settlers in the occupied West Bank, and thus only Palestinian suspects can be held indefinitely without trial. Israel Katz, a long-time ally of Israeli Prime Minister Benjamin Netanyahu, was appointed defense minister earlier in November and announced the decision on Friday. In 2019, Trump abandoned the long-held U.S. position that West Bank settlements are illegal before it was restored by President Joe Biden. Settler immunity from administrative detention coincides with heightened rhetoric from Israeli ministers calling for the West Bank to be annexed. The U.N. said four Palestinian children have been killed every week in the West Bank on average since the current conflict began, a three-fold increase from the first nine months of 2023.

Under the Rome statute that created the ICC, its signatories are obliged to carry out arrest warrants, no matter the rank of the accused. Mohammed Deif was accused of crimes against humanity and war crimes, including for his role as a mastermind of Oct. 7. Some European countries have not said whether they would arrest Netanyahu if he visited, including a number of Israeli allies. The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. WASHINGTON — The Senate voted overwhelmingly Wednesday night to reject three efforts led by progressive Sen. Bernie Sanders that would have blocked certain offensive weapons sales to Israel. In a speech on the Senate floor ahead of the vote, Sanders argued that the resolutions "would not affect any of the systems Israel uses to defend itself from incoming attacks," focusing instead on offensive weapons.
