Yoon had justified the martial law order in part by accusing opposition lawmakers without evidence of being North Korean sympathizers. North Korea has been accelerating weapons testing and ratcheting up its rhetoric against South Korea, the United States and others. But it is unlikely to take advantage of the political situation in South Korea to make any military moves, York said. “North Korea is probably aware that the [South Korean] armed forces would be on guard for any kind of provocation,” he said. SEOUL, South Korea — When South Koreans came out to defend democracy this week in the face of a surprise martial law declaration by their president, history was weighing heavily on their minds. South Korea, a key U.S. ally, is the world’s 10th-largest economy and a vibrant Asian democracy in a region where authoritarianism is on the rise. But the country of 50 million people spent decades under military-authoritarian rule, with martial law frequently declared and those who resisted it sometimes killed. But then they ended up at the National Assembly.”Their job was to prevent lawmakers from entering, since the legislature’s operations had been banned under the martial law proclamation. Historically, “whenever South Korean authoritarian leaders wanted to declare martial law, they typically sought at least some kind of tacit approval from Washington,” Jo said.

SEOUL, South Korea — The head of South Korean President Yoon Suk Yeol’s governing party on Friday signaled more openness to his removal as president for plunging the key U.S. ally into chaos with a short-lived declaration of martial law, reversing his position the day before an impeachment vote. Han Dong-hoon, leader of the conservative People Power Party (PPP), had earlier said he opposed impeaching Yoon because it would only create more turmoil. The PPP, which repudiated Yoon’s martial law declaration, had asked him to leave the party but said earlier that it opposed the impeachment motion. Six opposition parties had proposed impeaching Yoon over the martial law order, which banned political activity and censored the media. Blinken also reaffirmed the “ironclad” nature of the U.S. alliance with South Korea, which it views as an important bulwark against North Korea, China and Russia, and which hosts almost 30,000 American troops.

Seoul, South Korea CNN —The head of South Korea’s ruling party said Friday it is necessary to suspend the president’s constitutional powers and suggested the party would change its earlier opposition to President Yoon Suk Yeol’s impeachment over his declaration of martial law. “Yesterday, I stated that I would work to prevent the passage of this impeachment motion to avoid unprepared chaos and harm to the people and our supporters. “If President Yoon continues to hold the presidency, there is a significant risk that extreme actions like this martial law declaration could be repeated, putting South Korea and its citizens in grave danger,” Han added. Under the South Korean constitution, an impeachment motion must be approved by two thirds of the 300-person legislature to pass onto consideration in one of the country’s highest courts, the Constitutional Court. The Democratic Party, minor opposition parties and independents have a combined 192 seats, meaning they would need the support of at least eight members of Yoon’s People Power Party to pass the motion.

That’s an unnerving reality for the United States military, which has nearly 30,000 troops and its largest overseas base in South Korea, serving as a check against a belligerent North Korea and counterweight to an aggressive China in a strategically critical region. ‘Major ramifications’The US-South Korea alliance has long been seen by both countries as a cornerstone of peace in the region, where North Korea continues to threaten South Korea and the US with its illegal weapons program. “Any instability in South Korea has major ramifications for our Indo-Pacific policies,” retired US Col. Cedric Leighton told CNN’s Wolf Blitzer, pointing to how US troops in the country are geared for a “fight tonight” scenario against North Korea. “We should not be surprised if Pyongyang exploits the domestic crisis in South Korea to its advantage, either rhetorically or otherwise,” he said. And Yoon, who’s taken a harder line on North Korea than many of his predecessors, has been a willingly staunch partner of the US.

The secretary general of South Korea’s National Assembly, Kim Min-ki, condemned the military on Wednesday morning for breaking into the legislature during President Yoon Suk Yeol’s brief imposition of martial law, saying that nearly 300 troops had stormed the compound. Mr. Kim offered the most detailed official account yet of the military’s incursion. About 230 troops were flown by helicopter onto the assembly grounds, and roughly 50 others jumped fences to gain entry, he said. Mr. Kim played closed-circuit footage of soldiers entering the compound, saying that all such video would soon be made public. As the secretary general, Mr. Kim is nonpartisan, but he was a member of the opposition Democratic Party until last spring.

For many younger South Koreans, President Yoon Suk Yeol’s short-lived declaration of martial law late Tuesday night was their first exposure to a kind of turbulence that older generations remember all too well. Since South Korea was founded in 1948, a number of presidents have declared states of military emergency. The most recent — and the most notorious, perhaps — came after the 1979 assassination of President Park Chung-hee, a former general who had occasionally used martial law himself to crack down on political protests and opposition since seizing power in 1961. Soon after Mr. Park was killed, a general, Chun Doo-hwan, staged his own coup. In May 1980, he declared martial law, banning all political activities, closing schools and arresting dissidents.

SEOUL, South Korea — Prosecutors in South Korea have decided not to charge first lady Kim Keon Hee over allegations of inappropriately accepting gifts last year, including a Christian Dior handbag, the Yonhap news agency reported, citing the Seoul prosecutors’ office. The scandal has caused a political uproar in South Korea and contributed to a bruising election defeat for President Yoon Suk Yeol’s governing party in April. Prosecutors also decided to drop graft charges against the pastor, Rev. Choi had told reporters, when he appeared for questioning by prosecutors, that he asked for several favors when he handed the gifts to Kim. SEOUL, South Korea (AP) — South Korea's president vowed Wednesday not to tolerate the prolonged walkouts by thousands of junior doctors, calling them “an illegal collective action” that threatens public health and shakes the country’s governing systems. Their walkouts have subsequently caused hundreds of canceled surgeries and other treatments at their hospitals and burdened South Korea's medical service. But if senior doctors joined the walkouts, South Korea's medical service would suffer a major blow. The Korean Medical Association, which represents doctors in South Korea, has expressed its support for the striking junior doctors, but hasn't decided whether to take part in the walkouts. Police were investigating allegations that five senior KMA officials incited and abetted the junior doctors' walkouts, and said they summoned one of them Wednesday.

But the nation is more dependent than ever before on an import to keep its factories and farms humming: foreign labor. This shift is part of the fallout from a demographic crisis that has left South Korea with a shrinking and aging population. President Yoon Suk Yeol’s government has responded by more than doubling the quota for low-skilled workers from less-developed nations including Vietnam, Cambodia, Nepal, the Philippines and Bangladesh. Hundreds of thousands of them now toil in South Korea, typically in small factories, or on remote farms or fishing boats — jobs that locals consider too dirty, dangerous or low-paying. With little say in choosing or changing employers, many foreign workers endure predatory bosses, inhumane housing, discrimination and other abuses.

SEOUL, South Korea (AP) — South Korean President Yoon Suk Yeol’s office said Wednesday that presumed North Korean hackers breached the personal emails of one of his staff members ahead of Yoon's trip to Europe in November. Yoon’s office said the cyberattack only affected the personal account of the unidentified employee, who violated security protocols by partially using commercial email services to handle official duties. “We detected the case in advance of (Yoon’s) visit and took necessary measures,” Yoon’s office said in a statement to reporters. North Korea-backed hackers have also been accused of stealing information from outside governments, businesses and think tanks. While the country has denied involvement, North Korea has been linked to major cyberattacks in past years, including a 2013 campaign that paralyzed the servers of South Korean financial institutions, the 2014 hacking of Sony Pictures, and the WannaCry malware attack of 2017.

HONG KONG, Aug 3 (Reuters Breakingviews) - South Korea’s dealmaking skeletons are back to haunt. Paul Singer's Elliott opposed a $9 billion union eight years ago of Samsung C&T (028260.KS) and Chiel Industries. South Korea’s successful prosecution of Lee, Park and a former minister that oversaw NPS, provided cause for Elliott to demand payback. Elliott sued in 2018 and the Permanent Court of Arbitration in the Hague in June awarded the U.S. fund over $100 million. Far from being the end of it though, President Yoon Suk Yeol’s government is contesting that award in a British arbitration court.

The U.S. and South Korea agreed to cooperate on nuclear weapons. American officials said the U.S. would give South Korea a central role in the strategic planning for the use of nuclear weapons in any future conflict with North Korea. In return, South Korea agreed to not pursue its own nuclear arsenal. It is also a striking admission that the idea of disarming North Korea is no longer plausible. In news from the war in Ukraine, China’s leader, Xi Jinping, and Ukraine’s president, Volodymyr Zelensky, spoke by telephone in their first known contact since Russia’s invasion.
The South Korean government was this week forced to rethink a plan that would have raised its cap on working hours to 69 per week, up from the current limit of 52, after sparking a backlash among Millennials and Generation Z workers. South Korean President Yoon Suk Yeol’s senior secretary said Wednesday the government would take a new “direction” after listening to public opinion and said it was committed to protecting the rights and interests of Millennial, Generation Z and non-union workers. “My own father works excessively every week and there is no boundary between work and life,” he said. North Korea has escalated its weapons tests and fiery rhetoric as the U.S. and South Korea continue large-scale joint military exercises this week. An hour later, North Korea fired two suspected short-range ballistic missiles toward the sea from the Gaechon area of South Pyongan province. North Korea last tested an intercontinental ballistic missile in March, its first such test since 2017. Early last month, North Korea sent an intermediate-range ballistic missile soaring over Japan in its longest-ever weapons test. Tensions had already risen Wednesday when South Korea responded to North Korea’s barrage by firing three air-to-surface missiles of its own.
