TEL AVIV — The Israeli government failed in its “primary duty to protect its citizens” in the lead-up to and during the Oct. 7, terrorist attacks, according to an Israeli civilian report released Tuesday. Some 1,200 people were killed and 250 taken hostage during the attacks as Hamas fighters infiltrated Israel from southern Gaza and launched thousands of rockets. The Israeli report also identified a "major cause" of the Oct. 7 tragedy as a "glaring failure" by Israeli intelligence branches. Most Israelis still support the war in Gaza, he said, seeing it as a just fight and the only means to keep their country safe. Why does the court claim jurisdiction in the case? More than 120 countries have joined an international treaty, the Rome Statute, and are members of the court. The court, based in The Hague, in the Netherlands, was created more than two decades ago to prosecute crimes against humanity, war crimes, genocide and the crime of aggression. The court has accused Mr. Netanyahu and Mr. Gallant of using starvation as a weapon of war, among other charges, in the conflict with Hamas in Gaza. The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. In its announcement Thursday the ICC rejected challenges from Israel to its jurisdiction.

CIA Director Bill Burns was in Cairo on Thursday for discussions on Gaza and Lebanon, including a meeting with Egyptian President Abdel Fattah El-Sisi.
