GOP operative Brandon Phillips was arrested on allegations of kicking a dog, a report said. Phillips resigned as Trump's 2016 Georgia campaign chief after details of a past crime emerged. The documents said Phillips was arrested on November 17 on misdemeanor charges of animal cruelty and held on a $1,200 bond.
