The dredging project is expected to be completed in Fall 2025, making the Port of Virginia the deepest and widest harbor on the East Coast. "Ultra-large container vessels have challenged every port," said Stephen Edwards, CEO of the Port of Virginia. Edwards said the port was able to quickly absorb Baltimore freight because of the ocean carrier service overlap in calling on the Port of Virginia, Baltimore and Port of New York/New Jersey. In January, the port became the first East Coast port to power all its terminals with 100% clean energy, eight years ahead of the 2032 target it set for that goal. The expansion will increase the fleet at NIT to 152 electric stacking cranes, seven electric rail cranes, and 31 electric ship-to-shore cranes.

CNN —Health officials are alerting doctors to be on the lookout for certain types of rare, serious meningococcal infections that are on the rise in the United States. Typically, meningitis infections strike babies or adolescents and young adults. The CDC’s alert comes after the Virginia Department of Health warned about five deaths from the same rare, serious form of meningococcal disease in September. The infection can lead to both meningitis and a serious infection of the bloodstream called septicemia, or blood poisoning. Typical symptoms of meningitis infections include fever, headache, a stiff neck, an aversion to light and nausea.

AdvertisementLegislation to severely restrict the use of attack-trained patrol dogs in Virginia state prisons has passed the state legislature, receiving overwhelming bipartisan support in the House and passing unanimously in the Senate. Patrol dogs have been used to attack or intimidate prisoners in eight states in recent years. The new law could dramatically impact the use of patrol dogs at six high-security prisons where, according to incident reports obtained by BI, patrol dogs have been regularly used to attack men who refuse to leave their cells or who are involved in one-on-one altercations. When pressed by lawmakers on BI's findings that Virginia deployed patrol dogs 18 times more often than any other state, Elam said that the number of bites in Virginia was "alarming." The new legislation regulating patrol dogs in Virginia prisons passed the House on February 8 82-15 with overwhelming bipartisan support.

Glenn Youngkin’s policies on the treatment of transgender students and rule that school districts are not required to follow them. But opponents argue that the policies violate the law by codifying discrimination against transgender students. The lawsuits were filed on behalf of two transgender students: one, a high school student in York County, the other, a middle school student in Hanover County. Ralph Northam’s administration were praised by advocates for transgender students, but many school boards did not adopt them. Some school boards with conservative majorities have adopted the policies, while some liberal-leaning school boards, especially in northern Virginia, have resisted.

The U.S. is no stranger to measles cases, though these incidents come amid concerns about vaccine hesitancy and lowered immunity leaving people at risk. Where Measles Cases Have Been ReportedOfficials with the Philadelphia Department of Public Health are tracking a measles outbreak totaling eight confirmed cases in the area. Over the weekend, health officials in Camden County, New Jersey, said they were “closely monitoring” a confirmed measles case there. At the same time, annual data shows measles cases occur in the U.S. each year. In 2019, the U.S. saw nearly 1,300 measles cases across 31 states, marking the highest number since 1992 and a record high since measles was considered eliminated from the country.

Such recruitment-based adoptions are the most difficult to carry out, social workers say. Gonzaga, who worked with his wife Heather Setrakian at eharmony and then on the Family-Match algorithm, referred questions to Ramirez. Social workers say Family-Match works like this: Adults seeking to adopt submit survey responses via the algorithm’s online platform, and foster parents or social workers input each child’s information. Adoption-Share is part of a small cadre of organizations that say their algorithms can help social workers place children with foster or adoptive families. “It’s wasted time for social workers and wasted emotional experiences for children.”___Contact AP’s global investigative team at Investigative@ap.org or https://www.ap.org/tips/

The governor has the sole discretion to restore those civil rights, apart from firearm rights, which can be restored by a court. It called on DOJ to look into the matter as a possible violation of the Voting Rights Act or other federal laws. The Virginia Department of Elections said in a statement Tuesday that impacted voters will receive written notification that their registrations have been reinstated. It also offered some pushback against the letter, saying it incorrectly claimed that voters were purged “without notice.”“This is false. Macaulay Porter, a spokeswoman for Youngkin, said in a statement that the effort to determine which voters may have been improperly removed was ongoing.

Glenn Youngkin's administration acknowledged this week, with early voting underway, that it is working to fix an error that caused an unknown number of eligible Virginians to be removed from the voter rolls. The Richmond news outlet reported the problem appears to stem from recent changes the agency has made in an attempt to remove people from the rolls who had their voting rights restored by a governor but went on to be convicted of a new felony. The governor has the sole discretion to restore those civil rights, apart from firearm rights, which must be restored by a court. “It is unacceptable that we are two weeks into early voting and the Youngkin administration does not even know how many Virginians they wrongfully purged from the voter rolls. Corinne Geller, a spokesperson for the Virginia State Police, told VPM the agency was making changes to the data it provided the Department of Elections to prevent further problems.

RICHMOND, Va. (AP) — Months after withdrawing from a data-sharing interstate compact to fight voter fraud, Virginia Gov. Glenn Youngkin's administration on Wednesday announced a series of recent steps it has taken to improve the accuracy of the state's voter rolls. Among them is the launch of new, individual data-sharing agreements with five other states and Washington, D.C., the Virginia Department of Elections said in a news release. “Secure elections start with accurate voter lists,” Elections Commissioner Susan Beals said Wednesday, two days before the start of early voting in this year's legislative elections. Virginia voters can check their registration status online.

Virginia has seen nearly $1.7 million in outside spending for candidates in key 2023 races. All 140 seats in the Virginia legislature are up for grabs in districts that were recently redrawn. All 140 seats in the Virginia legislature — 100 in the House of Delegates and 40 in the state Senate — are up for grabs in November. But Democrats, who are seeking to maintain Senate control and win back the House, are competing hard for key seats in vote-rich metropolitan Richmond, Hampton Roads, and Northern Virginia. Youngkin has so far been unsuccessful in moving a 15-week abortion ban through the legislature, blunted by Democrats in the Senate.

CNN —Illicit fentanyl that originates abroad is one of the most damaging weapons employed against our homeland, destroying lives and families across our country. Cartels’ fentanyl trafficking far surpasses the US government’s response. Between 2017 and 2021, the number of fentanyl trafficking offenders increased 950%, from 146 to 1,533 in the US. Curbing fentanyl trafficking and breaking up cartel networks demands an aggressive and clear approach. Mexico and the US need to be active partners in combating criminal organizations and curtailing illicit drug trafficking.

Circuit Court of Appeals found several defects in the review the West Virginia Department of Environmental Protection conducted before issuing the permit. They told the court the agency ignored Equitrans' history of violating state water regulations when it issued the permit under the Clean Water Act. A spokesperson for the West Virginia Department of Environmental Protection said they're reviewing the decision. The permit is one of the last remaining hurdles for the multi-billion dollar project, which would carry natural gas between West Virginia and Virginia. Despite layoff announcements and signs of a slowdown elsewhere in the economy, the labor market for clean energy jobs remains tight. said Abigail Ross Hopper, president of the Solar Energy Industries Association trade group. The Biden Administration has repeatedly promised that new green energy jobs would be well-paying union jobs. Some solar companies have tried to recruit veterans, saying the skills learned in military life translate well to the industry. Utility scale solar developer SOLV Energy, SunPower and Nextracker last year teamed up with nonprofit Solar Energy International to fund a women-only training program for solar installers.
The study participants all had blood-sodium concentrations considered to be within the normal range: 135 to 146 millimoles per liter. Even people with blood-sodium levels above 142 millimoles per liter had elevated risks of developing certain chronic diseases, including heart failure, stroke, chronic lung disease, diabetes and dementia, the study found. Dmitrieva's previous research similarly found that higher blood sodium may be a risk factor for heart failure. But the study authors cautioned that more research is needed to determine whether good hydration can help slow aging, prevent disease or lead to a longer life. The NIH study "doesn’t prove that drinking more water will prevent chronic disease," he said.
Nearly half the student population of a Virginia high school was out of school Friday suffering flu-like or gastrointestinal symptoms, with an investigation into the source of the mystery outbreak underway, officials said. Approximately 1,000 students were absent Friday from Stafford High School in Fredericksburg, Virginia, with many reporting flu-like and gastrointestinal symptoms, Sandra Osborn, Chief communications officer for Stafford County Public Schools said. That's nearly half of the school's population of 2,100 students. Stafford High school is open Monday and “we are reassessing conditions this morning," Osborn said. Stafford High School canceled all school related activities and athletics over the weekend, “due to the high number of student and staff illnesses reported this week,” according to their Facebook page.
Glenn Youngkin’s administration has rewritten Virginia’s model policies for the treatment of transgender students, issuing guidance for school divisions that would roll back some accommodations and tighten parental notification requirements. Regarding parental notification, the guidelines say school divisions may not encourage teachers to conceal information about a student’s gender from his or her parents. And they say parents must be given an opportunity to object before counseling services pertaining to gender are offered. Democrats, the Virginia Education Association and LGBTQ advocacy groups, meanwhile, criticized Youngkin, saying the changes would harm vulnerable children. But many school boards never complied, according to a recent analysis by Equality Virginia, an LGBTQ advocacy group.
