CNN —Ukraine’s military has accused Russia of firing an intercontinental ballistic missile (ICBM) into its territory for the first time, marking what would be another significant escalation in the 1,000-day-old war. Despite Kyiv’s accusation, two Western officials said that the missile launched by Russia was a ballistic missile, but not an ICBM. Ukraine’s air force accused Russia of launching an intercontinental ballistic missile at Dnipro at around 5 a.m. local time, from the Astrakhan region of southern Russia. Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.

☆ Putin Makes Cease-Fire Offer With Sweeping Demands on Ukraine’s Territory

President Vladimir V. Putin said on Friday that Russia would be ready to order a cease-fire in Ukraine and enter negotiations with its government if Kyiv withdrew troops from the four regions that Moscow has claimed as its own and dropped its aspirations to join NATO. Ukraine’s foreign ministry quickly denounced Mr. Putin’s statement, saying that his goal was “to mislead the international community, undermine diplomatic efforts aimed at achieving a just peace and split the unity of the world over the goals and principles of the United Nations Charter.”Mr. Putin’s new announcement stipulates that Ukraine effectively surrender huge swaths of its land to Moscow, including the capitals of the Kherson and Zaporizhzhia regions. They represent Mr. Putin’s most concrete set of territorial conditions to stop the war to date. Until now, Mr. Putin has said that any negotiations should take into account “the realities of today,” a stance that some analysts interpreted as offering a cease-fire at the current battle lines.

By James PearsonLONDON (Reuters) - Russian cyber spies were behind a hack which disrupted part of Ukraine's power grid in late 2022, U.S. cybersecurity firm Mandiant, part of Google, said in a report on Thursday, in a rare and advanced form of cyberwarfare. Last October, a massive wave of Russian missile strikes on Ukraine's power network caused blackouts in many parts of the country, prompting Kyiv to halt electricity exports and leaving four regions temporarily without electricity. Sandworm hackers rose to prominence in 2015 after a separate cyberattack against Ukraine’s power grid which cut off power for around 255,000 people. The disruptive, digital, intrusion was widely considered to be one of the first, known, successful cyberattacks against a power network. “There have only been a handful of incidents similar to this, with the majority carried out by Sandworm,” Mandiant analyst Nathan Brubaker said.

Though US President Joe Biden lauded the deal reached by lawmakers, he also acknowledged the lack of new funding for Ukraine, vowing Washington “will not walk away” from Kyiv. There will be some errors, but they will be insignificant.”Kostiak said the fight over funding Ukraine is due to the political realities of the 2024 US presidential election, but he believes the possibility that Washington would stop helping Ukraine is slim. “So I don’t see this as a big problem for Ukraine.”Natalia and Serhii Krasnoshchoks expressed optimism about US support for Ukraine. CNN —Russia on Sunday deemed the G20 Summit in India’s capital New Delhi an “unconditional success,” a day after the meeting’s final declaration stopped short of explicitly condemning its invasion of Ukraine. “At the same time, the G20 has nothing to be proud of in the part about Russia’s aggression against Ukraine. India's Prime Minister Narendra Modi and Russian Foreign Minister Sergei Lavrov shake hands ahead of the G20 summit. Earlier this month, Russian Foreign Minister Lavrov said Russia would block the final declaration of the G20 summit unless it reflects Moscow’s position on Ukraine and other crises. What lies beneath Land mines left by Russian forces in Ukraine pose a deadly threat to Kyiv's military - and civilians in liberated territory. On average, anti-vehicle mines caused more incidents with multiple fatalities than anti-personnel mines did. GICHD has documented at least 12 types of anti-personnel mines and nine types of anti-vehicle mines in use in Ukraine. Formerly occupied towns in Kyiv; Sumy, Chernihiv, Mykolaiv and Kharkiv oblasts all saw a large number of mines, especially anti-personnel mines, left in place, Mathewson said. Ukraine is a signatory to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, and had been destroying its anti-personnel mines when the war began.

Russia will formally annex four regions of Ukraine partially controlled by its military, the Kremlin announced Thursday, in a major political escalation of the war against its neighbor. It comes after Moscow-backed authorities staged votes in the occupied regions of Ukraine's east and south that were widely denounced as a sham to justify a land grab following Russia's recent military setbacks.
