Deir al-Balah, Gaza CNN —Hundreds of thousands of Palestinians who have been displaced multiple times from Israeli airstrikes across the Gaza Strip are now facing another threat – the arrival of harsh winter weather. On Sunday, the first strong storm to hit Gaza this winter was felt in all parts of the enclave. Winter in Gaza means more people will die shivering because of the cold, especially among the most vulnerable including older people + children,” Philippe Lazzarini said. Mohammed Alkhatib, deputy director of programs for Medical Aid for Palestinians (MAP) in Gaza said the suffering of displaced Palestinians in Gaza had “many faces” in a statement shared with CNN by MAP. Damaged temporary shelters for displaced Palestinians are seen after bad weather on a beach near Deir al-Balah, central Gaza, on Monday, November 25, 2024.

This resolution abandoned that necessity, and for that reason, the United States could not support it. Fourteen Security Council members voted for the resolution, while only the United States voted against it. “It is a sad day for the Security Council, for the United Nations and for the international community,” said Algeria’s ambassador, Amar Bendjama. Although Security Council resolutions are considered to be international law, the Council has no means of enforcing resolutions. That month, the United States abstained from voting on a resolution that called for a temporary halt to the fighting for the month of Ramadan.

CNN —Nearly a hundred aid trucks were looted in southern Gaza on Saturday in what UNRWA, the UN agency for Palestinian refugees, has described as “one of the worst” incidents of its kind. Of the 109 trucks carrying food supplies for UNRWA and the World Food Programme from the Kerem Shalom crossing into Gaza, 97 trucks were “lost” in the looting, UNRWA told CNN in a statement Monday. Drivers were forced to unload trucks at gun point, aid workers were injured, and vehicles were damaged extensively, it said. In a report Monday that cited Gaza’s interior ministry, the Hamas-run Al-Aqsa TV channel claimed Gaza security forces had killed more than 20 people involved in looting aid trucks, though it did not specifically mention Saturday’s incident. Israel insists however that the number of aid trucks entering Gaza has risen and that it is “working tirelessly” to get aid into the enclave.

As Israel faced a U.S. deadline to ramp up access to aid in Gaza on Tuesday, leading humanitarians were warning that only a fraction of the desperately needed help was reaching the Palestinian enclave. An average of just over 30 trucks a day have been let into Gaza in recent weeks, representing “just over six percent of the daily needs,” according to Philippe Lazzarini, commissioner-general of the United Nations agency assisting Palestinian refugees, UNRWA. “What is being allowed into Gaza is not enough,” he wrote in a post on X on Friday. Before Israel launched its offensive in Gaza, around 500 trucks entered the enclave each day, according to the British Red Cross. Lazzarini's warning came ahead of the deadline set by Washington for Israel to meet a host of requirements aimed at boosting aid into Gaza or face restrictions on U.S. military assistance, as required under U.S. law.

The United States announced Tuesday that there will be no significant policy shift towards Israel, at the conclusion of a 30-day U.S. deadline for improvement in humanitarian aid delivery to Gaza. We believe that, had it not been for U.S. intervention, these changes may not have ever taken place," said Patel. The demands and the deadline were laid out in a joint letter from Secretary of State Anthony Blinken and Defense Secretary Lloyd Austin, delivered Oct. 13. If Israel wants to continue to qualify for foreign military financing under U.S. law, Blinken and Austin wrote, at least 350 trucks per day of aid must be allowed to enter the war-ravaged Gaza Strip. The letter also called on Israel to provide heightened security for humanitarian sites, and an increase in the number of humanitarian pauses to its military operations.

The US statement comes in sharp contrast to the findings of humanitarian aid organizations, who say that “the humanitarian situation in Gaza has deteriorated to its worst point since the war began in October 2023.” The situation in northern Gaza in particular has been described as “apocalyptic,” with areas at “imminent” risk of famine. Section 620I of the US Foreign Assistance Act requires the US to halt security assistance to governments who restrict US humanitarian aid. “We, at this time, have not made an assessment that the Israelis are in violation of US law,” State Department deputy spokesperson Vedant Patel said Tuesday. “Israeli forces repeatedly attacked humanitarian sites and frontline responders during the 30-day period,” the scorecard said. “There is no provision in US or international law that allows extra time to starve people,” said former top State Department official Stacy Gilbert.

Washington CNN —The Israeli government has failed to meet criteria set out by the US to improve the humanitarian situation in Gaza, a group of eight humanitarian aid organizations said in a joint “scorecard” released Tuesday. “Israel not only failed to meet the U.S. criteria that would indicate support to the humanitarian response, but concurrently took actions that dramatically worsened the situation on the ground, particularly in northern Gaza,” the organizations said. Section 620i of the US Foreign Assistance Act requires the US to halt security assistance to governments who restrict US humanitarian aid. “Israeli forces repeatedly attacked humanitarian sites and frontline responders during the 30-day period,” the scorecard said. The humanitarian scorecard noted that “the effectiveness of international diplomatic efforts to alleviate the humanitarian crisis in Gaza hinges on the willingness of the United States and other countries to push Israel to comply with these priorities.”

Israel has officially notified the United Nations that it was cancelling the agreement that regulated its relations with the main U.N. relief organization for Palestinian refugees (UNRWA) since 1967, the country’s foreign ministry said on Monday. A Palestinian man carries a bag of flour distributed by UNRWA in Deir al Balah, central Gaza on Saturday. The ban does not refer to operations in the Palestinian territories or elsewhere. The legislation does not directly outlaw UNRWA’s operations in the West Bank and Gaza, both considered by international law to be outside the state of Israel but under Israeli occupation. The Israeli foreign ministry said activity by other international organizations would be expanded and “preparations will be made to end the connection with UNRWA and to boost alternatives to UNRWA.”

UNRWA provides far more than humanitarian aid in the Gaza Strip. Many Palestinians see darker motives, viewing the UNRWA ban as Israel's latest attempt to make their lives unlivable, first imprisoning and bombing them, now taking away their main aid lifeline. Palestinians wait to receive medicines at the UNRWA health center in Khan Younis last month. Despite its endorsements, the United States is yet to resume funding to UNRWA after Israel's Oct. 7 allegations. The Israeli Foreign Ministry has said it will use other agencies, such as the World Food Programme and the World Health Organization, to distribute aid.

Israel's parliament voted Monday to ban the operations of the United Nations agency for Palestinian refugees, the main humanitarian aid agency operating in Gaza. "This is the latest in the ongoing campaign to discredit UNRWA and delegitimize its role towards providing human-development assistance and services to #Palestine Refugees," Lazzarini wrote. UNRWA is a U.N. aid organization established in 1949 to provide aid and protection to Palestinian refugees in the West Bank, Gaza, Jordan, Lebanon and Syria. Some Israeli critics have said that the agency perpetuates a false narrative that Palestinians are refugees, which Lazzarini referenced in his statement. And U.N. Secretary-General Antonio Guterres was declared “persona non grata" by Israel’s foreign minister, Israel Katz, and was banned from entering Israel.

Israel’s Knesset opened its winter session on Monday against a backdrop of war in Gaza and Lebanon and after an Israeli strike on Iran on Saturday. UNRWAThe Knesset was set to debate on Monday bills that would make it illegal for Israeli officials to cooperate with UNRWA, the main U.N. agency that aids Palestinians. The bills would effectively shut down the agency’s work in Gaza, the West Bank and East Jerusalem within 90 days. According to the Jerusalem Post, the first bill states that UNRWA could no longer operate in Israel, while the second would abrogate the treaty that underpins the relationship between UNRWA and Israel. The Knesset has already voted in favor of advancing the bill and it is being prepared for a second and third reading.

CNN —Israel’s parliament has voted to ban a nearly eight-decade-old United Nations agency that provides essential services for Palestinian refugees, a move that could have devastating consequences for millions of Palestinians living under Israeli occupation. The move is expected to severely restrict the UN Relief and Works Agency for Palestine Refugees (UNRWA) from operating in territories Israel occupies. In the Gaza Strip, which has been ravaged by a devastating Israeli war for more than a year, UNRWA serves some 1.7 million Palestinian refugees. Omar Al-Qattaa/AFP/Getty ImagesThe agency provides a wide range of aid and services to Palestinian refugees and their descendants, including shelter, healthcare, food and education. It is unclear who would assume assistance for the millions of Palestinian refugees who rely on UNRWA, if it wasn’t able to.

The Israeli government has claimed that some of the UN Relief and Works Agency’s (UNRWA) staff are affiliated with Hamas. UNRWA has strongly denied the allegations, but several governments suspended funding for the agency earlier this year while the allegations were investigated. The MP, Yulia Malinovsky, told CNN that US Ambassador Jacob Lew has contacted several opposition leaders, including Avigdor Lieberman, Yair Lapid and Benny Gantz, in an effort to get the legislation stopped. The US State Department told CNN that as a matter of policy, it would not comment on private diplomatic conversations. Malinovsky told CNN that she is determined UNRWA should no longer receive “five-star treatment” in Israel.

But even some who managed to escape Israel’s offensive in the north and head farther south toward Gaza City did not survive. The Jerusalem-based human rights group B'Tselem echoed the accusation Tuesday, calling on the international community to "stop the ethnic cleansing of northern Gaza." He also said the "General's plan," a proposal calling for Israel to force the evacuation of residents from northern Gaza through starvation, had not been adopted as Israeli policy. Images released by the IDF of Monday show what it says is a crowd of civilians fleeing the Jabalia refugee camp in northern Gaza. On the anniversary of the October 7 Hamas attacks, Gaza’s north was hit with more Israeli strikes, with no end in sight to the war devastating the enclave. Israel’s objective of defeating Hamas still seems far from reach as its military offensives in Gaza continue to ramp up. Israel launched a new ground operation in northern Gaza on Sunday and encircled the Jabalya refugee camp, where it says it saw signs of Hamas regrouping. Earlier this year, Israel’s military said it had defeated Hamas in northern Gaza, only to announce new offensives there in May. Israel's Prime Minister Benjamin Netanyahu defiantly faced an international community from which he has become deeply isolated amid international condemnation of Israel's war in the Gaza Strip and the military's fresh escalations in Lebanon. As the General Assembly president called the room to order, groups of diplomats stood up and walked out of the room, leaving a sparse audience on the delegate floor. More than 40,000 people have been killed in Gaza in Israel's ensuing war with Hamas. Earlier this month, the General Assembly passed a historic, if symbolic, resolution with an overwhelming majority, demanding that Israel withdraw from the Palestinian territories within a year. The resolutions, like all General Assembly resolutions, are nonbinding and were resoundingly ignored by Israel.
