Rep. Dean Phillips, D-Minn., is launching a new ad for his presidential campaign by saying it's time for President Joe Biden to "hand the torch" to the next generation. "I celebrate Joe Biden. I love Joe Biden," Phillips later says in the ad. Biden's campaign, its affiliate groups and the pro-Biden super PAC Future Forward USA have already spent nearly $40 million million on ads, according to AdImpact. While in New Hampshire, Phillips was asked if Biden would lose to former President Donald Trump if the election were held that day.

Phillips flipped his current congressional seat blue when he was elected in 2018 by defeating incumbent Erik Paulsen 55.7% to 44.3%.
