The streets were full of people walking to procure basic supplies with their cars ruined and the streets undrivable because of the mud and debris. Spain’s Interior Ministry said in a statement that regional administrations are responsible for sending alerts to warn the population of possible flooding and other natural disasters. Mazón is also under fire for his announcement at 1:00 p.m. on Tuesday that the storm front would “lose strength” by 6:00 p.m. The size and violence of the extreme weather event was shocking and extremely difficult for any administration to prepare for and predict. But Valencia, on Spain’s Mediterranean coast, has a history of autumn storms that produce floods, albeit at a smaller magnitude than this monster of a storm.

CNN —At least 60 migrants are presumed dead after a boat disaster off Cape Verde, West Africa, according to the International Organization on Migration (IOM). The Cape Verde archipelago consists of 10 islands and is located in the North Atlantic about 570 kilometers (about 350 miles) off the extreme western tip of Africa. It is unclear whether the migrants intended to reach Cape Verde as their final destination, or whether they were heading for the Canary Islands, another archipelago around 1,500 kilometers to the north. The Canary Islands are part of Spain, and in recent years have become an increasingly popular destination for migrants from West Africa trying to reach Europe. A total of 9,864 migrants have arrived by boat to the Canary Islands this year through August 15, a 4.7% decline compared with the same period last year, Spain’s interior ministry reported.

Bloody parcels containing the eyes of animals and explosives have been sent to several Ukrainian embassies and consuls across Europe, officials said late Friday. Foreign Ministry spokesperson Oleg Nikolenko said in a statement on Facebook that embassies in Spain, Hungary, the Netherlands, Poland, Croatia and Italy had received packages containing the disembodied eyes of animals. Consulates in Naples, Italy, Krakow, Poland, and the Czech city of Brno had also been targeted, he said. Letter bombs were mailed to six addresses in Spain earlier this week, including the Ukrainian Embassy and the U.S. Embassy, as well as to Prime Minister Pedro Sanchez, causing security to be tightened. Farther south, the Ukrainian consul in Naples, Maksym Kovalenko, told the AP that his office received two letters containing fish eyes at around 10:30 a.m. Thursday.
An explosive envelope that was delivered at the gate of the U.S. Embassy in Madrid was detonated in a controlled environment without injury, two U.S. officials told NBC News on Thursday. Over the past couple of days, similar explosive letters were sent to other locations throughout Spain, including the Spanish Ministry of Defense. Police in Spain said the envelope "contained substances similar to those used in pyrotechnics." Earlier this week, a package was sent to the Ukrainian Embassy in Madrid, injuring a security officer, and to an arms company in Spain that manufactures rocket launchers donated to Ukraine. The package sent to the embassy was addressed to Ukraine's ambassador to Spain, Serhii Pohoreltsev.
