Under the Rome statute that created the ICC, its signatories are obliged to carry out arrest warrants, no matter the rank of the accused. Mohammed Deif was accused of crimes against humanity and war crimes, including for his role as a mastermind of Oct. 7. Some European countries have not said whether they would arrest Netanyahu if he visited, including a number of Israeli allies. Britain respects the independence of the ICC, Prime Minister Keir Starmer’s spokesperson said, but did not say whether Britain would arrest Netanyahu. Netanyahu and the other two Israelis facing the arrest warrants join a group that includes Russian President Vladimir Putin, who has been subject to an ICC arrest warrant over alleged war crimes in Ukraine since last year.

PRAGUE, Nov 12 (Reuters) - Former Czech Foreign Minister Karel Schwarzenberg, one of the leading figures in the country's post-Communist era, has died, officials said on Sunday. Schwarzenberg was born into a prestigious Czech family and became a senior aide to his friend Vaclav Havel after the former dissident won the country's first free election in 1990. He later served twice as foreign minister between 2007 and 2013. The Vaclav Havel Library, which Schwarzenberg co-founded, said he died on Saturday, calling him a "patriot and true European". Austrian Foreign Minister Alexander Schallenberg said on X that Schwarzenberg was an "unwavering advocate" of democracy and the European idea.

EU officials also drafted a statement in support of the proposal for an EU summit later this week, although they cautioned the text could still change in the coming days. "There's a vital need to get water, to get food, to get medical supplies into Gaza," said Irish Foreign Minister Micheal Martin. Some questioned whether a pause would impede Israel's right to defend itself as it seeks to destroy Hamas positions in Gaza. But Israel has the right to self-defence," said Austrian Foreign Minister Alexander Schallenberg. Czech Foreign Minister Jan Lipavsky questioned "how such a ceasefire should be established with a partner inside Gaza, where the Hamas terrorist organisation now is controlling the situation".

Queries about what the move entailed and how extensive its impact on Palestinian aid would be weren't immediately answered. According to the bloc, it has provided humanitarian aid to help meet Palestinians’ basic needs since 2000 through the European Commission’s humanitarian aid department (ECHO) and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). Since 2000, ECHO has provided 700 million euros of humanitarian aid to Palestinians in the Gaza Strip and the West Bank. The EU’s most populous member, Germany, and its neighbor Austria, also said they were suspending development aid for the Palestinian areas. Germany isn't suspending the humanitarian aid it provides separately via international nongovernmental organizations and the U.N., the Foreign Ministry said.

Germany and Austria earlier on Monday said they were suspending bilateral development aid to Palestinians, while others such as Italy had said suspending aid was not up for discussion. It is unclear whether the suspensions in development aid will also apply to such assistance. Varhelyi said all new budget proposals for Palestinian aid were also postponed until further notice. The Israeli flag has been hoisted above the chancellor's office and the Foreign Ministry after the shock Hamas assault. Asked if Italy would follow Germany and Austria in suspending development aid, the foreign ministry spokesperson said this was not under discussion.

BRUSSELS, June 26 (Reuters) - European Union foreign ministers on Monday said an aborted mutiny in Russia at the weekend showed Moscow's war in Ukraine was causing domestic instability and undermining its military power, but stressed their focus remained on supporting Kyiv. "The political system is showing fragilities, and the military power is cracking," EU foreign policy chief Josep Borrell told reporters in Luxembourg as he arrived for a meeting with ministers from across the 27-member bloc. "The monster that Putin created with Wagner, the monster is biting him now, the monster is acting against his creator." German Foreign Minister Annalena Baerbock said Putin was destroying his own country with his "brutal war of aggression" in Ukraine. Finnish Foreign Minister Elina Valtonen suggested the weekend's events showed Putin's hold on power was not as strong as it seemed.

The Kunsthistorisches Museum in Vienna has a tiny collection of marbles - just two fragments from the Parthenon's northern frieze. But Greece hopes that with each agreement to return pieces to Athens there will be growing "positive momentum" in talks on returning pieces being kept elsewhere. "I am very hopeful that the talks can move on very quickly and the marbles will be on display in Athens." Dendias said the talks were important in the context of discussions about bigger collections, particularly that the British Museum in London. "The regional government of Sicily in 2022 and Pope Francis in 2023 returned to Greece part of the Parthenon sculptures so this will be the third one and this for us is of huge, huge importance," Dendias said.
