The iShares Expanded Tech-Software Sector ETF (IGV) has been getting a lot of attention, and rightly so. Things have recently accelerated in November, and Tuesday, the IGV Software ETF was one of just three ETFs we track to make new all-time highs. Within the IGV Software ETF, it also has the third biggest weighting, but it's behind both CRM and ORCL. More importantly, MSFT has been noticeably lagging the IGV ETF across various time frames. The potential good news is that: 1. the ratio line remains in a long-term uptrend and 2. the last two oversold conditions happened near major relative trading lows.

The almighty Apple, despite making new 52-week highs and all-time highs as recently as two weeks ago, continues to struggle versus its peer group. In fact, Apple's relative performance to the tech sector peaked more than two years ago — in Q3 2022 — and has not improved in any meaningful way. The exact date of Apple's relative performance peak was Sept. 27 2022. Since then, Apple (AAPL) is +49.9% while the SPDR Technology Select Sector ETF (XLK) is +92.7%. The relative performance chart below tells the tale.

Of the 175 key ETFs that we track, just one made a new all-time high on Tuesday – the iShares Expanded Tech-Software Sector ETF (IGV) . IGV, thus, was the first major technology ETF to hit new highs after a very turbulent past few months. Before Tuesday, IGV's last all-time high happened way back in November 21 (nearly three years ago), when the ETF hit an intra-day high of $89.76. For some context, while the SPDR Technology ETF (XLK) hit a low on the same day in November 202222, its snapback unfolded much more quickly. XLK hit a new all-time high way back in July 2023 and has kept going.

But investors focusing on those big three may be missing some compelling breakouts in the sector, according to the charts. Microsoft is up a pedestrian 10% since then, but combined, they've helped propel the SPDR Technology ETF (XLK) to a new all-time high. Indeed, there's nothing wrong with riding a trend, but many times a long uptrend starts with a pattern breakout. And starting in 2023, the following combination has produced the best results: rallying from a higher low as the stock's 14-day Relative Strength Index bottoms near 50. It's never perfect, but this setup has presented favorable risk-reward scenarios more often than not, and each ensuing bounce eventually resulted in higher highs.

The usual rebalancing of the S & P 500 index and the exchange traded funds around it is a quarterly event occurring Friday. There are exchange-traded funds that follow the broad market benchmark and ETFs that track the S & P 500 sector indexes, including technology. The S & P 500 indexes are pure indexes. Nvidia could become 99% of the S & P 500 by market capitalization, and it would be reflected in the index. This trio dominates the S & P 500 technology index.

The Arm IPO is here, but many ETFs will not be buyers

The Cupertino, Calif.-based company licenses its processorIPO and tech enthusiasts are excited about the Arm Holdings Plc initial pubic offering, and with good reason: it's the first big tech IPO in more than two years. However, some investors who would like to get immediate exposure to the Arm IPO through ETFs may be disappointed. However, this particular IPO highlights several difficulties that even large companies like Arm have in acquiring a broader ownership base through ETFs. The first problem is that Arm is not a U.S. company, it's British — which generally would exclude it from the S&P indexes.
