In today’s edition, senior White House reporter Peter Nicholas looks at where Kamala Harris' campaign thinks it can pick up support with the vice president's media blitz this week. Plus, senior political editor Mark Murray breaks down how Harris and Trump voters think "change" means very different things this election. They want to see her more, and we’re engaging with that and want to continue to do that,” a Harris campaign aide said. One of the sources described the Keystone State as a “problem spot” for the Harris campaign. Read more → Follow live updates from the campaign trail →That’s all from the Politics Desk for now.

One measure on the ballot in New York state this November means two very different things to its supporters and its opponents. Advocates of the measure argue that it is simply a way to codify New Yorkers’ right to reproductive care. The Coalition to Protect Kids-NY has taken to calling the measure the “Parent Replacement Act.” The group argues that the measure would be used to strip rights from parents and push transgender rights for minors, in particular. The coalition's website includes no articles or other information about the ballot measure seeking to codify a right to abortion. Hochul’s office has helped lead the state’s Democratic Party to spend over $1 million to advertise in favor of the measure, including local ads, campaign yard signs and mailers.

PHOENIX — Republican Kari Lake and Democratic Rep. Ruben Gallego faced off in Arizona’s feisty first and only Senate debate Wednesday evening, trading shots over the border, abortion, tax policy and more. Lake has long made the border a cornerstone of her campaign, chastising Gallego for supporting the Biden-Harris administration’s immigration policies. Gallego, in turn, has made the bipartisan border bill that Trump and Lake opposed a big part of his campaign. “He acts like he cares about us,” Lake said of Gallego, “speaking directly to the women” watching the debate. LONDON — British employees are set to gain a slew of employment benefits under flagship legislation put forward by the new Labour government on Thursday, including stronger rights to sick pay and an entitlement to take paternity leave from the first day in a job. Workers will also be eligible to take unpaid parental or bereavement leave from day one of a job, and to claim statutory sick pay from the first day when they are unwell, rather than the fourth. Starmer said on social platform X the reforms would be the "biggest upgrade to workers' rights in a generation." It is one of the first major pieces of legislation set out by the Labour government, which took office in July. Starmer and Finance Minister Rachel Reeves are also preparing to deliver their first budget at the end of the month.

New York CNN —Federal Communications Commission chairwoman Jessica Rosenworcel denounced former President Donald Trump’s “threats against free speech” Thursday after he attacked CBS and called for the network to “lose its license” over a recent “60 Minutes” interview with Vice President Kamala Harris. In recent days, the former president has lambasted the Harris interview, accusing CBS News of editing the sit-down with correspondent Bill Whitaker. “As I’ve said before, the First Amendment is a cornerstone of our democracy.”Trump’s attacks on CBS comes after he backed out of his own “60 Minutes” interview last week and has repeatedly fended off invitations from television networks, including CNN and Fox News, for additional debates, instead opting for sit-downs with right-wing media outlets. Following ABC’s Trump-Harris debate in September, Trump dialed into “Fox & Friends,” where he called for the Disney-owned network to have its license “take[n] away.”Rosenworcel’s statement is the second time this week she has spoken out in support of broadcasters. On Tuesday, the FCC chairwoman issued a statement calling threats from Florida’s Health Department to prosecute local TV stations over an abortion rights ad “dangerous,” and emphasizing that pressure from the state government “undermines the fundamental principle of free speech.”

CNN —Two federal judges have rejected requests to immediately reopen voter registration in Georgia and Florida as the southeast continues to grapple with significant storm damage ahead of the November election. Brian Kemp and Secretary of State Brad Raffensperger — both of whom are Republicans — argued there would be a significant “administrative burden” on the state’s elections offices if the voter registration deadline were to be extended. Ron DeSantis told reporters that there’s “nothing inhibiting” unregistered voters from registering ahead of the deadline later that day. But we’re not going to change any registration deadline. New Zealand will update its guidelines on transgender athletes in community sport following criticism from Olympians that the principles ignore female athletes’ rights and undermine fairness and safety. Critics of transgender inclusion in women’s sport say going through male puberty imbues athletes with a huge musculo-skeletal advantage that transition does not mitigate. Supporters of transgender participation argue that not enough research has been done into the impact of transition on athletic performance and excluding transgender athletes amounts to discrimination. Sport NZ’s “Guiding Principles for the Inclusion of Transgender People in Community Sport” do not apply to elite sport. Lower courts in Colorado had concluded that Masterpiece Cakeshop and the bakery’s owner, Jack Phillips, had violated Autumn Scardina’s rights by refusing to make her a pink cake with blue frosting because of her identity as a transgender woman. Scardina had initially filed a discrimination complaint with the Colorado Civil Rights Division after Phillips refused to make the cake she wanted to order to celebrate her birthday and her identity as a transgender woman. Justice Melissa Hart, writing for the majority, said Scardina should have challenged that decision in an appeals court, rather than file a new lawsuit. The U.S. Supreme Court in 2018 ruled in Phillips’ favor but on narrow grounds that avoided setting a major precedent allowing people to claim religious exemptions from anti-discrimination laws. But in June 2023, in a case billed as a sort of sequel, the 6-3 conservative majority U.S. Supreme Court held the First Amendment protected web designer Lorie Smith from being compelled by Colorado to provide services to same-sex weddings.

The Department of Justice should investigate four of the nation’s biggest operators of youth residential treatment facilities for civil rights violations and fraud, Sen. Ron Wyden, D-Ore., argued Wednesday in letters to Attorney General Merrick Garland. Sen. Ron Wyden, D-Ore., led a two-year probe into residential treatment facilities for at-risk youth. Wyden said these were clear violations of federal Medicaid rules prohibiting residential treatment facilities from restraining children to discipline them, and from simultaneously restraining and secluding children. Acadia and UHS have both paid multimillion-dollar settlements in recent years to resolve DOJ probes into their hospitals and psychiatric centers. However, those cases did not focus on youth facilities run by the companies, which Wyden is asking the DOJ to investigate.

All four drugs are in a class of wildly popular weight loss drugs known as GLP-1s. In the United Kingdom, authorities last year seized hundreds of counterfeit Ozempic pens — insulin pens that had been relabeled as Ozempic. Counterfeit weight loss drugs have serious health risks, according to the pharmaceutical companies and federal officials. Counterfeiters are already trying to cash in on a weight loss drug that the company hasn't even put on the market yet: retatrutide. But it's also one of the epicenters of the lucrative counterfeit drug trade, according to U.S. authorities who track counterfeit drugs.
