OpenAI is allowing employees to sell roughly $1.5 billion worth of shares in a new tender offer to SoftBank, CNBC has learned. Employees will have until Dec. 24 to decide if they want to participate in the new tender offer, which has not previously been reported, one of the people said. The tender offer is not related to OpenAI's potential plans to restructure the firm to a for-profit business, one of the people said. The OpenAI investment matches SoftBank's eagerness to deploy cash, with a capital-intensive business model, a person close to Son told CNBC. The company also received a $4 billion revolving line of credit, bringing its total liquidity to more than $10 billion.

The US Department of Commerce announced the grant, part of the CHIPS Act, on Tuesday. President-elect Donald Trump has criticized the CHIPS Act in favor of tariffs. Intel is receiving about $7.9 billion in federal grants, the US Department of Commerce said Tuesday, as the Biden administration finalizes CHIPS Act agreements ahead of Donald Trump taking office. President-elect Trump has previously criticized the CHIPS Act and suggested he would prefer tariffs to incentivize semiconductor manufacturing on US soil. The CHIPS Act cash will help Intel boost its semiconductor production in the US.

Chipmaker Intel and the CHIPS Act Office are close to finalizing a deal which would award the company a roughly $8 billion grant, according to a person familiar with the matter, as the Biden administration moves to dole out funds before President-elect Donald Trump's inauguration. The U.S. awarded Taiwan Semiconductor Manufacturing Co. a $6.6 billion grant earlier this month, raising investor expectations that cash funding for Intel would come soon. Intel has benefited from CHIPS Act tax breaks but has not yet received cash awards, something which Intel CEO Pat Gelsinger has expressed dissatisfaction with. "We're frustrated that hasn't moved faster," Gelsinger told CNBC in October, referring to the CHIPS Act grants. U.S. House Speaker Mike Johnson had previously said he might look to repeal the bipartisan CHIPS Act, but he then walked back those comments.

While TSMC's Phoenix factories are expected to boost semiconductor chip production in the US, the company isn't making its most advanced chips stateside, industry experts told Business Insider. Microsoft on Friday started letting people test Recall, its so-called photographic memory search feature for the latest Copilot+ PCs. Microsoft first touted Recall in May as a prominent feature that would only be available for cutting-edge Copilot+ PCs running the Windows 11 operating system, like the latest Surface Pro. Williams-Sonoma earned $1.96 per share on $1.80 billion in revenue, while analysts surveyed by LSEG had anticipated just $1.78 in earnings per share and $1.79 billion in revenue. Target — Shares plunged more than 21% after the big-box retailer disappointed on third-quarter earnings and revenue estimates and cut its full-year guidance, just three months after raising that forecast. Target reported only a slight uptick in customer traffic as CEO Brian Cornell noted "lingering softness in discretionary categories." That is better than the $1.57 in earnings per share that analysts were expecting, per FactSet. Dolby earned 61 cents per share in its fiscal fourth quarter, higher than analysts' forecast of 45 cents per share, according to FactSet.

Of that amount, roughly $4 billion will come from PC chips, Qualcomm said at its investor day on Tuesday. The chipmaker just introduced PC processors earlier this year, when it released Snapdragon X for Windows devices. In fiscal 2024, Qualcomm's handset business reported $24.86 billion in sales, about 75% of its entire chip business. Another $4 billion in revenue will come from industrial chips and $2 billion will come from chips for headsets, a category Qualcomm calls XR. But the company has warned investors that Apple could choose to stop buying Qualcomm parts as soon as 2027.

Trump defeated Democratic candidate Vice President Kamala Harris, and Republicans claimed a majority of the Senate in elections this week. "We know kind of where the world is headed in a Trump environment because we've seen it before," said Jeffrey Solomon, president of TD Cowen, on CNBC's "Money Movers" Wednesday. One M&A advisor, who also spoke to CNBC anonymously, noted that Trump's disdain for Big Tech companies — historically active deal-makers — might keep them on the sidelines. Apparent GOP opposition to the CHIPS Act means that semiconductor consolidation might be challenging, the advisor noted, while cautioning it is still too early to know what a Trump presidency would mean. That advisor noted that smaller banks had been getting gobbled up for "some time," but that the pace and size of those acquisitions would likely ramp up under a Trump presidency.

Lyft expects bookings in the current quarter of $4.28 billion to $4.35 billion, while analysts polled by FactSet expected $4.23 billion. SolarEdge — The solar panel inverter stock slipped more than 16% after a third-quarter revenue miss.
