The hour-long conversation marked the return of diplomacy to the decade-long conflict, even if their talk brought the familiar refrain it was not yet time to talk. One Western official said there was an “overall collective holding of breath” in Western capitals ahead of Trump’s inauguration. “The Germans speaking to Putin – that will have gone down badly” among Ukraine’s allies, the official said. “Giving Putin that positive bounce will have irked the French and others.” French President Emmanuel Macron has been particularly vocal about continuing support for Ukraine. Kremlin critics also warn of its history of using diplomacy as a pause or foil to pursuing its military goals.

Hong Kong CNN —No United States leader has handled relations with North Korea quite like Donald Trump. But the second Trump administration will face an emboldened and arguably more dangerous North Korean leader. The North Korean leader has met with his “closest comrade” Russian President Vladimir Putin twice since last September and inked a major defense pact in June. Russian President Vladimir Putin and North Korean leader Kim Jong Un meet in Pyongyang this past June. That means the North Korean leader may look for benefit in Trump’s return.

Here are six things to watch for on Tuesday night:Will Harris deliver the policy message voters say they want to hear? More than her convention speech, the debate will provide a platform for Harris to answer some of those questions. This image shared by ABC News shows the stage in Philadelphia ahead of the debate between Harris and Trump. Rebecca Wright/CNNWhen Harris sticks by Biden’s policies, Trump attacks them and her as a failure. The body of Hvaldimir – a combination of the Norwegian word for whale and the first name of Russian President Vladimir Putin – was spotted a week ago floating in the sea by a father and son fishing in southern Norway. Norway and Russia share a maritime border in the Arctic, leading to jokes that the whale was a Russian spy. Norwegian police had opened an investigation into the death of the animal after two animal rights groups filed a complaint. An autopsy showed a stick measuring 35 centimeters in length (14 inches) and 3 centimeters wide (1.2 inches) was stuck in the whale’s mouth, police for the South West district said in a statement. The animal rights groups had alleged the whale had been shot dead.

How Emmanuel Macron blew his legacy

CNN —When Russian President Vladimir Putin arrives in North Korea on Tuesday, it will kick up yet another gust in the recent swirl of diplomatic activity surrounding Russia’s all-out war against Ukraine. The allies have good reason to believe Putin aims to outlast Western support. Putin, meanwhile, will visit one-party ruled Vietnam later this week, not exactly a military powerhouse, but at least one country that is not backing Ukraine.

North Korea launched its first spy satellite, the Malligyong-1, in November. The arrangement may also enable North Korea to gain real-world intel on the functioning of its weaponry and help it ramp up exports more broadly. Such satellites can help North Korea improve its ground-based military capabilities, for example enabling it to more accurately target opponents’ forces with its own missiles. Hong Kong CNN —Russian President Vladimir Putin has arrived in Beijing for the start of a two-day state visit underlining close alignment with Chinese leader Xi Jinping as Russian troops advance in Ukraine. Ahead of the trip, Putin hailed the “unprecedented level of strategic partnership” between the countries in an interview with Chinese state media Xinhua. The two leaders – who declared a “no limits” partnership weeks before the February 2022 invasion – have continued to strengthen their countries’ diplomatic, trade and security ties since Russia’s invasion of Ukraine. A stable relationship with Moscow, too, allows Beijing to focus on other areas of concern such as Taiwan and the South China Sea. “Xi sees Putin as a genuine strategic partner,” said Steve Tsang, director of the SOAS China Institute at the University of London, ahead of the Russian election results, adding that anything less than a landslide win for Putin would be “a disappointment” for Beijing. President Joe Biden laid the blame for Alexei Navalny's death squarely at the feet of Russian president Vladimir Putin on Friday, saying what happened to the imprisoned opposition leader is "yet more proof of Putin's brutality." He was principled," Biden said at the White House. Navalny envisioned a different Russia – one where the rule of law is respected, and "he knew it was a cause worth fighting for – and even worth dying for," Biden said. "Make no mistake: Putin is responsible for Navalny's death. In Munich, at an international security conference, world leaders mourned the loss of Navalny and cast accusatory eyes at Putin.

Biden may want Xi to help bring down the temperature on the world’s ongoing wars and help prevent new ones from igniting. Although China occasionally tries to keep a façade of neutrality, there’s little question that it is aligned with Russia. White House officials have said Biden will provide “clarity” to Xi, on the US positions regarding Taiwan and Russia’s war against Ukraine. Still, there’s a limit to how much Xi can downplay the need for growth. Even so, Biden and Xi are likely to make some progress in an important and necessary meeting.

“With President Trump back in office, Israel, and everyone else, will be safe again!” he said. Trump’s original grievance-based analysis reflects a transactional, unorthodox approach to foreign policy that often prioritizes his own personal goals over a standard understanding of the national interest. Trump’s comments were not the first time he has appeared to seek a political benefit from his foreign policy and his positions on Israel especially. They also show Trump’s quintessential contempt for the rules of politics, foreign policy and even basic human decency, which explain why he horrifies many Americans and foreign governments. “He’s simply not expressing, and his imitators in his primary, are not expressing the same muscular American foreign policy that we lived out every day,” Pence said on a local New Hampshire radio.
