Two people died and more than two dozen were treated Thursday when a chemical leaked at a Houston-area industrial plant, officials said. A hydrogen sulfide leak was reported Thursday evening at a Pemex facility in the Houston suburb of Deer Park, the city said. Harris County Sheriff Ed Gonzalez said workers were working on a flange when there was a leak of the chemical. A shelter-in-place order was issued shortly after 7 p.m. local time "out of precaution," and Deer Park asked nearby residents to stay inside and close doors and windows. The facility is co-located at a Shell refinery site, according to the Texas Commission on Environmental Quality, which said it was aware of the incident.

And unlike mechanical recycling, where the quality of the product declines each time, chemical recycling promises virgin-quality plastics. Chemical company Dow says it plans to build multiple chemical recycling facilities in the US and Europe, adding as much as 600,000 tons (1.2 billion pounds) of recycling capacity by 2030. “Mechanical recycling simply uses less energy and chemicals than does chemical recycling, making it overall cheaper and less environmentally impactful,” she said. With that kind of industry pressure, said Congdon, it’s easy to see why chemical recycling may be attractive to policymakers.

It's an urgent question — what do we do with the 40 million tons of plastic waste we produce annually? One year of plastic waste is roughly enough to smother the entirety of Manhattan a meter deep, and it has to go somewhere. More than 200 chemical plants across the country will be required to curb the toxic pollutants they release into the air under a regulation announced by the Biden administration on Tuesday. The regulation is aimed at reducing the risk of cancer for people living near industrial sites. This is the first time in nearly two decades that the government has tightened limits on pollution from chemical plants. The new rule, from the Environmental Protection Agency, specifically targets ethylene oxide, which is used to sterilize medical devices, and chloroprene, which is used to make rubber in footwear. They are considered a top health concern in an area of Louisiana so dense with petrochemical and refinery plants that it is known as Cancer Alley.
