But it’s evidence of one of the central truths of our time, and one that is becoming more and more apparent every day: We have built our world for a climate that no longer exists. But less than two months earlier, a sudden windstorm in the city blacked out electricity for more than a million people. How many blackouts will it take before we realize today’s power grid was built for yesterday’s climate? One clear example: the incredible decline in the cost of renewable power in recent years. In virtually every part of the world, electricity generated by renewable power is cheaper than electricity generated by fossil fuels.

Last May, Samir Bhavnani, a 47-year-old tech executive from San Diego, was planning a trip to Palm Springs, Calif., where he planned to propose to his girlfriend. “And $595 plus $595 doesn’t equal $2,300,” Mr. Bhavnani said. “Taxes, host fees and service fees basically doubled the price. I asked the owner what the fee breakout was, and they said it was $300 for cleaning and $300 for ‘air-conditioning.’ This is Palm Springs. On July 1, a sweeping new state law will ban hidden fees on purchases — including event tickets, hotel rooms and food delivery services — by requiring businesses to include all mandatory fees or last-minute charges in their advertised and displayed price.

Beginning around the 1940s, a neighborhood near downtown Palm Springs became home to mostly Black and Latino residents. The one-square-mile tract was on the land of the Cahuilla Indians and offered one of the few places minorities could live because of racial housing discrimination. After a federal law change in 1959, these residents were evicted and their homes destroyed to make way for economic development. For years, former residents said they were evicted with little or no notice.
