"Ukrainian forces," they argued, "are very unlikely to be able to initiate significant counteroffensive operations in 2024 and into 2025." Such a strategy isn't necessarily new for Ukraine, which has repeatedly found ways to deal unexpected blows to Russian forces despite a grueling ground fight. "It will also protract the war and dramatically increase its costs to Ukraine and to Ukraine's supporters," they said.
