A gusty storm drawing torrents of moisture from the Pacific Ocean parked itself on Friday over the San Francisco Bay Area, flooding highways and toppling power lines. Officials warned the region’s nearly eight million residents to be ready for possible floods, landslides and widespread outages. Heavy winds forced about 450 flight delays or cancellations before noon at San Francisco International Airport, according to FlightAware, a tracking website. Elsewhere in Northern California, rivers and creeks spilled over their banks after back-to-back days of pelting rain. Falling trees triggered widespread power outages, and more than 165,000 customers in Washington State remained without electricity on Friday.

Washington state is reeling following a powerful “bomb cyclone” that left two dead, knocked out power to half a million at its peak and downed trees and power lines. The Pacific Northwest was battered by the storm, which formed off the coast Tuesday and brought high winds, rain and heavy mountain snow to Washington. ET Thursday, there are over 320,000 customers without power in Washington, according to PowerOutage.Us. Meanwhile, a strong atmospheric river event is also impacting Northern California and southwestern Oregon, with flood watches in effect for 2 million people. This will lead to storm totals of 12 to 16 inches by the time the storm winds down by the weekend.

Widespread rainfall of 3 to 5 inches with isolated totals of more than eight inches are possible across the region. Combined with rainfall from Wednesday, a potentially record-breaking 16 inches or more of rainfall is possible through Thursday. This low is expected to “bomb out” or undergo “bombogenesis,” which is the decrease in pressure of 24 millibars in 24 hours. Even without making landfall, bomb cyclones can be deadlyAlthough the first storm never made landfall, historic bomb cyclones can still bring devastating effects. At least two people were killed in Washington state from strong winds that pushed down fallen trees.

As more rain falls, the risk for dangerous flash flooding, debris flows and landslides will increase as the ground becomes too saturated to hold and streams and rivers continue to rise and overflow. What can make atmospheric rivers difficult to forecast is that they are narrow bands of moisture, and they hold dramatically less moisture around their edges than they do in the center. So a specific location could see a huge variety in the potential forecast in the days and even hours leading up to an event. For this storm, that means a place south of the Golden Gate Bridge, like San Francisco, could end up seeing only an inch of rainfall or more than six inches by Friday. Here’s a look at what’s happened so far, what the region may face next and why it’s so hard to be sure.

A wind-whipped storm tore through Northern California on Wednesday, knocking down trees, snarling highways and transit, and leaving tens of thousands of people without power. Days’ worth of rain fell on some places in just a few hours. It was the season’s first major atmospheric river, a type of storm that can deliver prodigious amounts of water in a narrow band from the Pacific Ocean. “This is a major storm the likes of which we haven’t seen in over a decade,” said Melanie Coon, a spokeswoman for Puget Sound Energy. Wind gusts in some places exceeded 90 miles per hour — equivalent to the winds of a hurricane.

Severe weather is set to hit opposite ends of the country this week, with a powerful low pressure system — followed by an atmospheric river — set to bring damaging winds, heavy rain and snow to the Pacific Northwest, while storms and possible flooding are headed for the Gulf Coast. ET update that a "rapidly strengthening and extremely powerful" weather system could bring winds of 70 mph across northern California and parts of Washington and Oregon from Tuesday. Satellite images show a weather system approaching the Pacific Northwest on Tuesday morning. Further south, the eastern and central Gulf Coast is due to receive heavy rain and possible flash floods, with eastern Louisiana to the western Florida Panhandle the area most at risk, the NWS said. Elsewhere, a deep low pressure system will bring moderate to heavy rain across the Plains region, with a marginal risk of severe thunderstorms.

CNN —A powerful “bomb cyclone” will combine with an atmospheric river to unleash over a month’s worth of rain, hurricane-force wind gusts and feet of mountain snow to parts of the Pacific Northwest and Northern California. This bomb cyclone will work with an atmospheric river, a long plume of water vapor moving like a river through the atmosphere, to wring out heavy rainfall and significant mountain snowfall in the Pacific Northwest and Northern California beginning Tuesday. The pair will stall along the coast and hammer the area with hazardous conditions through the week and into the weekend. Rainfall of this magnitude is expected to cause significant urban flooding, debris flow on roadways and river flooding. Strong winds could cause extensive damage to trees and power lines,” the National Weather Service office in Seattle warned.

Talmika Bates will receive $967,000 from the city of Brentwood, located about 60 miles east of San Francisco in Contra Costa County, her attorneys announced Friday. The woman required more than 200 stitches in her head, tissue rearrangement and laceration repair. Brentwood Police Chief Timothy Herbert said the city and its insurance providers agreed to settle the case to avoid further litigation and appeal costs. “The lone claim by Ms. Bates in this litigation was excessive force per the Fourth Amendment.

Multiple weather fronts will push rain and snow into the Midwest, the Southeast, the mid-Atlantic and the Northeast ahead of Thanksgiving week and some of the year's busiest travel days. Rain, snow expected this weekStarting in the Pacific Northwest, a "long duration atmospheric river" was expected to bring 5 inches of rain and at least 3 inches of snow to Oregon and Northern California beginning as early as Monday, federal forecasters and academic researchers said. The rest of the country is likely to get normal precipitation or below-normal rain during that time, the prediction center said. American Airlines said in a statement Thursday that it expects to set a record for passengers served during the holiday span, with nearly 8.3 million expected. It may be too early to tell whether brewing rain and snow systems will thwart travel and spending plans.

U.S. President Joe Biden meets with China's President Xi Jinping on the sidelines of the APEC Summit in Lima, Peru, on Nov. 16, 2024. Biden was expected to urge Xi to dissuade North Korea from further deepening its support for Russia's war on Ukraine. In front of the cameras Saturday, Xi spoke to Biden — but it was unmistakable that his message was directed at Trump. After he was greeted by Xi, Biden ignored shouted questions from reporters on his concerns about the incoming Trump administration as well as North Korea. Biden is looking for Xi to step up Chinese engagement to prevent an already dangerous moment with North Korea from further escalating.

People along the coast now have 10 to 30 minutes to reach high ground before a giant wave engulfs the Pacific Northwest. The scene above is a worst-case scenario of a megaquake striking the Pacific Northwest. "It's ominously quiet," Harold Tobin, Washington's state seismologist and the director of the Pacific Northwest Seismic Network, told BI. The Pacific Northwest, by contrast, only found out about the danger posed by the Cascadia subduction zone in the 1980s. The Cascadia subduction zone pushed those mountains up about 10 million years ago, carving the mountain range that makes the Pacific Northwest so stunning.

CNN —More than 2,000 unionized mental health workers in Southern California went on strike against Kaiser Permanente on Monday after the two sides failed to reach a new labor agreement. The National Union of Healthcare Workers (NUHW) — which represents 19,000 healthcare workers in California and Hawaii, including 4,700 mental health workers — picketed outside Kaiser facilities in Los Angeles, San Diego, Anaheim and Fontana, seeking an increase in salaries, restoration of pensions and increased staffing. Union members on strike in Southern California have said their demands are line in with what Kaiser has provided to the majority of its workforce. Kaiser, one of the nation’s largest non-profit healthcare providers, is required by law to provide mental health services to its members even with the workers on strike. A survey in 2022 from CNN in partnership with the Kaiser Family Foundation showed that nine out of 10 US adults believe the country has a mental health crisis.
