Spain's Ministry of Consumer Rights on Friday slapped a $179 million euro ($186 million) fine on five low-budget airlines for "abusive practices" including charging additional cabin luggage fees. Spanish low-cost airline Vueling was ordered to pay 39.2 million euros and EasyJet was fined 29 million euros. Scandinavia's second-largest airline Norwegian and Spanish airline Volotea each received penalties in excess of 1 million euros. The five airlines should discontinue their practice of requiring additional payment for cabin luggage and reserving a seat near a dependent traveler, the ministry said. "We completely disagree with the decision of the Spanish Consumer Ministry and find the proposed sanctions outrageous," an EasyJet statement said, stressing it considers its cabin luggage policy to be aligned with all applicable laws.

American Airlines is rolling out new technology across the country to crack down on travelers trying to get on the airplane before their boarding group is called. Customers who try to scan a boarding pass before their group is called will hear a two-note sound and be turned away, the airline said. American Airlines has nine boarding groups, ranging from first-class customers and top-tier frequent flyers to travelers who purchased basic economy fares, or the least-expensive tickets. CNN —Haiti swore in a new prime minister on Monday after a Spirit Airlines plane was hit by gunfire over the country’s capital Port-au-Prince, according to a diplomatic source in the country. HAVANA — Cuba’s national electrical grid collapsed on Wednesday as Hurricane Rafael slammed into the island’s southwest shore, packing sustained winds of 115 mph and wreaking havoc on the already crisis-stricken country. The hurricane was churning about 60 miles west of Cuba’s capital Havana on Wednesday night, after lashing the capital city of nearly two million people with driving rain and violent wind gusts. The Miami-based National Hurricane Center warned of a “life-threatening storm surge, damaging hurricane-force winds and flash flooding” across much of western Cuba. Cuba’s state-run grid operator UNE said the high winds had caused the country’s electrical system to collapse. Forecasters predict Rafael will spin off towards the western Gulf of Mexico later this week, though the track remains uncertain, the hurricane center said.
