CAIRO (Reuters) - Egypt will not allow any threat to Somalia or its security, President Abdel Fattah al-Sisi said on Sunday, according to a statement from the presidency, after Ethiopia said it would consider recognising an independence claim by Somaliland. Trying to "jump on a piece of land" to try to control it is something that no-one will agree to, Sisi said in a news conference with Somalia's President Hassan Sheikh Mohamud in Cairo. In a memorandum of understanding signed on Jan. 1, Ethiopia said it would consider recognising Somaliland's independence in return for gaining access to the Red Sea. On Monday, local media and Egyptian security sources said that Israel had struck the vicinity of the crossing in Gaza. Two of the sources said the aid deliveries were now waiting for the Gaza side of the border to open and for assurances of safe passage before entering the crossing. This concern, along with fears that aid would be used as cover for weapons, had hindered a planned delivery on Monday, two Egyptian security sources said. An understanding was reached that the aid would be delivered to specific secure locations in Gaza under monitoring, the Egyptian security sources said, in exchange for limited evacuations of foreign passport holders. Another security source said Egypt had repaired the roads within the crossing that had been damaged by Israeli strikes.

Like several other prominent activists in Egypt, Douma has been jailed under Mubarak, the subsequent ruling military council, former president Mohamed Mursi, and al-Sisi. Last month, authorities also freed Egyptian rights researcher Patrick Zaki and lawyer Mohamed el-Baqer after they were pardoned by al-Sisi. CAIRO, May 29 (Reuters) - Egypt President Abdel Fattah al-Sisi and Turkish President Recep Tayyip Erdogan agreed on "the immediate start of upgrading diplomatic relations, exchanging ambassadors," Egypt's presidency said in a statement on Monday. Sisi spoke with Erdogan in a phone call to congratulate him on his presidential win. Egypt's foreign minister Sameh Shoukry visited Turkey in April and met his Turkish counterpart Mevlut Cavusoglu, the two parties agreed then on specific time frame to raise the level of diplomatic relations and to prepare for a summit between the two presidents. The presidents may meet in person again after Turkey's May 14 election, Cavusoglu said in April. The meeting with officials including Russia's trade minister and a special envoy of President Vladimir Putin also addressed the establishment of a Russian industrial zone inside the Suez Canal's Economic Zone, among other investments, it added. Construction by Russia's state-owned energy corporation Rosatom of Egypt's first nuclear plant at El Dabaa began in July of last year, and is expected to take until at least 2030.
