CNN —With an election looming, President Biden’s new executive action on the border aims to send a loud and clear message about his approach to immigration. The president’s proclamation, announced Tuesday, still allows for the normal flow of commerce and legal immigration across the border. But it bars migrants who cross the border illegally from seeking asylum once a daily threshold is met. Border authorities encountered around 3,500 migrants crossing the border unlawfully on Monday, according to a Homeland Security official, above the threshold needed for the executive action to take effect. And immigrant rights advocates warn that closing the border to asylum seekers will endanger vulnerable people and ultimately make the border less safe.

CNN —The driver of the pickup truck involved in a Tuesday crash that killed eight people and left more than 40 injured in north-central Florida has been arrested and charged with eight counts of DUI manslaughter, according to a news release from the Florida Department of Highway Safety and Motor Vehicles. The 2010 International Bus carrying “approximately 53 farm workers” and a 2001 Ford Ranger sideswiped each other around 6:35 a.m., about 15 miles west of Ocala, the Florida Highway Patrol said in a statement. The Ford, “for unknown reasons, traveled toward the center line” before the vehicles struck each other, Lt. Patrick Riordan of the Florida Highway Patrol said at a news conference at the scene. The bus then left the roadway, went through a fence and overturned. There’s no reason for me to be involved with these individuals.

CNN —A preliminary report from Chile’s aviation authority on the LATAM Airlines plane that plunged mid-air on March 11 says that the captain’s seat experienced an “involuntary movement forward” midflight. LATAM Flight 800 was flying from Australia to New Zealand when the Boeing 787 Dreamliner descended 400 feet, and the cause of the sudden plunge is yet to be determined, according to the report. The black box will be handed over to the National Transportation Safety Board (NTSB), and the captain’s seat will be inspected by the FAA and Boeing, the report said. Days after the incident, Boeing sent an advisory to airlines that operate the Boeing 787 Dreamliner recommending they inspect cockpit seat switches on the planes. It has sent a similar notice to airlines in 2017.

But this marks the first time in recent history that Bogotá has been forced to implement water rationing measures. Mayor Carlos Galán announced that water rationing measures for Bogotá would begin on April 11. El Niño is a natural climate pattern originating in the Pacific Ocean along the equator, which influences weather around the globe. In a country as politically divided as Colombia, the urgency of addressing El Niño is a rare point of consensus. Bogotá’s water rationing plans have been supported by the country’s president, who has historically had a testy relationship with the city’s mayor.

CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

Retailers like Amazon support a bill that would require two labels: "best if used by" and "use by." Related storiesClearing up the confusion can avoid food waste, save people money, and help tackle the climate crisis. Reducing food waste is a way for companies to make progress on their sustainability goals, Melgar added. These advocates said the main question from Republican lawmakers is whether the food industry supports the bill. "Voluntary initiatives were a great first start in socializing this idea of consumer confusion over date labels," she said.

CNN —Former President of Honduras Juan Orlando Hernández was found guilty Friday of drug trafficking by an American jury after a two-week trial in Manhattan federal court. Prosecutors had accused Hernández, 55, of conspiring with drug cartels during his tenure as they moved more than 400 tons of cocaine through Honduras toward the United States. In exchange, prosecutors said, Hernández received millions of dollars in bribes that he used to fuel his rise in Honduran politics. Hernández was president of Honduras from 2014 until 2022. He was extradited to the United States in 2022 after the completion of his second term in office on charges of conspiracy to import cocaine into the United States, conspiracy to possess firearms and destructive devices for drug trafficking, and possession of this type of weapon during the drug trafficking conspiracy.

The land used to produce food that's wasted in the US totals the size of California and New York. If all that food came from a single farm, it would be about the size of California and New York combined. Some states don't allow food to be donated after the quality date has passed — another source of unnecessary food waste, advocates say. Thinking about food waste at every mealMelgar is focused on policy goals like setting standards around food-date labels because changing consumer habits can be tough. "I'm thinking about food waste every time I have a meal, every time I go grocery shopping," Melgar said.

The Centers for Disease Control and Prevention on Thursday recommended that adults ages 60 and above receive a single dose of RSV vaccines from Pfizer and GSK after consulting their doctors. "These vaccines provide an opportunity to help protect older adults against severe RSV illness at a time when multiple respiratory infections are likely to circulate," the CDC said in a statement. The virus is a common respiratory infection that usually causes mild, cold-like symptoms, but more severe cases in older adults and children. Each year, RSV kills 6,000 to 10,000 seniors and a few hundred children younger than 5, according to CDC data. But the panel raised concerns about the lack of efficacy data on subgroups of the elderly population at the highest risk of severe RSV.

Vaccinating one million adults ages 65 and above with a single RSV shot from Pfizer or GSK may prevent thousands of hospitalizations over two seasons of the virus, according to a Centers for Disease Control and Prevention analysis. The committee recommended that adults ages 60 and older may receive one dose of Pfizer's or GSK's respiratory syncytial virus shot after consulting their doctor. The analysis also found that vaccinating one million adults in the same age group with one dose of GSK's shot may prevent roughly 2,300 hospitalizations and 23,000 outpatient visits. Each year, RSV hospitalizes 60,000 to 160,000 older adults and kills 6,000 to 10,000, according to CDC data. Last year, cases of RSV – along with Covid and the flu – in children and older adults overwhelmed hospitals across the nation.

The virus is a common respiratory infection that usually causes mild, cold-like symptoms, but more severe cases in older adults and children. Pfizer and GSK on Wednesday both presented new clinical trial data to the panel, which provided a first glimpse of their shots' durability after one RSV season. That's down from more than 85% at the end of the first season in older adults. For less severe RSV disease, efficacy declined to 67.2% over two seasons from 82% after one season. The shots would help the U.S. combat the upcoming RSV season in the fall after an unusually severe RSV season last year.

The protests, the worst in years even in tumultuous Peru, have seen 22 people killed, the youngest just 15. The deaths threaten to keep anger fired up despite a lull in violence over the festive period in the heavily Catholic country. A security camera near the airport shows protesters invading the runway around 2 p.m., some throwing rocks and burning tires while troops gathered. The deaths have become a lightning rod for anger in poor Andean and Amazonian areas, when many feel overlooked despite local oil and copper wealth. She said the deaths would spur more anger as people looked to find someone to hold accountable.
