WASHINGTON — The Senate voted overwhelmingly Wednesday night to reject three efforts led by progressive Sen. Bernie Sanders that would have blocked certain offensive weapons sales to Israel. In a speech on the Senate floor ahead of the vote, Sanders argued that the resolutions "would not affect any of the systems Israel uses to defend itself from incoming attacks," focusing instead on offensive weapons. "As I have said many, many times: Israel had the absolute right to respond to that horrific Hamas attack, as any other country would. I don’t think anybody here in the United States Senate disagrees with that," he said in his floor speech. More than 43,000 Palestinians have been killed in Israel’s offensive into the dense enclave since the attack, according to health officials in Gaza.

The GOP’s 2024 party platform calls for the repeal of President Joe Biden’s executive order on AI, which Republicans say "hinders AI innovation." Senate Majority Leader Chuck Schumer speaks to NBC News from the balcony of his Capitol office on Thursday, Aug. 1. “We have lots of AI proposals in the defense bill because AI has national security concerns,” Schumer told NBC News. It would require federal agencies to assess the potential risks of using AI before purchasing or deploying AI systems. But it also has real problems,” Schumer said, referring to the Future of AI bill.

But in the weeks after President Biden turned in a disastrous debate performance against Donald J. Trump last month, Mr. Heinrich was among the Democrats privately panicking. Polls showed New Mexico slipping into an expanding universe of potentially winnable states for the former president — foretelling an electoral disaster for Mr. Biden and trouble in the senator’s own re-election race. So Mr. Biden’s decision last weekend to exit the race took a weight off the shoulders of Mr. Heinrich and other Democratic incumbents, who now describe a sense of hope and momentum overtaking the doom and gloom that had permeated their party since late June. “Across the board — engagement, social media, anecdotal — everything feels different. I feel better about the broad momentum.”

This source said the sentiment only grew Friday when Lofgren, Pelosi’s longtime close lieutenant, released her letter urging Biden to step aside. CNN has reached out to Pelosi’s camp and the Biden campaign for comment on this reporting. And Biden campaign chair Jen O’Malley Dillon went on MSNBC’s “Morning Joe” Friday morning to say Biden was “absolutely” in the race. “Joe Biden is more committed than ever to beat Donald Trump.”Instead, there was a stream of new statements from House Democrats. A Democratic lawmaker told CNN that House Democratic Leader Hakeem Jeffries and his team are not discouraging members from continuing to speak out against Biden’s candidacy.

As the president isolates at his beach house with COVID-19, his team is under mounting pressure, with top Democrats reportedly pushing for him to drop out. This morning's defectors join 20 other House Democrats and two senators who have called on the president to step aside. In his opinion piece entitled, "It's time for Joe Biden to pass the torch," Casten said that he believes Biden will lose the general election. Many believe that Harris is best-positioned to become the Democratic nominee should Biden step aside. Illustrating the persistent divides within the Democratic party, Garcia is a part of the Congressional Hispanic Caucus, whose fundraising apparatus endorsed Biden this morning.

But recent history raises deep questions about whether Democratic Senate candidates can continue to levitate as far above the presidential ticket as polls now show. “A Democratic Senate majority coalition relies on having both Senators from a state such as Michigan,” said Daniel Hopkins, a University of Pennsylvania political scientist. As recently as the 1980s, it was common for voters to split their tickets in Senate races. Still, even that alignment left room for some Senate candidates to swim against this general tide. This history, by itself, doesn’t answer whether Democratic Senate candidates would have better prospects with or without Biden as their presidential nominee.

CNN —Senate Republicans on Tuesday blocked an attempt by Democrats to pass a bill to ban bump stocks in the wake of a recent Supreme Court ruling. The bill would enact a federal ban on the sale of bump stock devices. Bump stocks allow a shooter to convert a semi-automatic rifle into a weapon that can fire at a rate of hundreds of rounds a minute. The Supreme Court on Friday struck down a federal ban on bump stocks approved by former President Donald Trump, the latest opinion from the conservative court rolling back firearm regulations. While some Republicans support a ban on bump stocks, the issue has divided GOP senators in the aftermath of the high court ruling.

It also instructs multiple Senate committees to come up with guardrails for AI to address some of its biggest risks, such as AI-enabled discrimination, job displacement and election interference. “Harnessing the potential of AI demands an all-hands-on-deck approach and that’s exactly what our bipartisan AI working group has been leading,” Schumer said Wednesday. “This roadmap represents the most comprehensive and impactful bipartisan recommendations on artificial intelligence ever issued by the legislative branch,” Young said Wednesday. Schumer has described regulating artificial intelligence as a challenge for Congress unlike any other, vowing a swift timeline measured in months, not years. But policy analysts, and some congressional aides, doubt whether Congress can pass significant legislation regulating AI in an election year.

Why does the US not have federal AI regulation? Biden signed the executive order on "Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence" near the end of 2023. Another challenge comes from AI experts and researchers choosing private sector jobs instead of ones in the government, a kind of "brain drain," Zhang said. "Less than 40% go to government looking to create all those AI regulations and governance structures." But with just nine months until Americans head to the ballot box, there are few signs Congress is ready to pass any meaningful legislation on AI. REUTERS/Kevin Lamarque/File Photo Acquire Licensing RightsWASHINGTON, Sept 25 (Reuters) - Elizabeth Warren, Bernie Sanders and four other U.S. senators are pressuring the U.S. Treasury Department to step up oversight and offer more guidance to financial institutions on addressing climate change risks threatening the U.S. financial system. The senators called on Treasury Secretary Janet Yellen and newly appointed climate counselor Ethan Zindler, a climate and clean energy research executive, to do more to protect the U.S. economy from what Yellen has described as the "existential threat" posed by climate change. The senators said they were particularly concerned about nonbank financial institutions, which also played a critical role in the 2008 global financial crisis, and said the FSOC should finalize and immediately implement a new analytic risk framework for climate-related financial risks. They also repeated earlier calls for stronger Internal Revenue Service enforcement of rules on political activity by nonprofit organizations, citing efforts by special interests to fuel climate change denial, and investigations into how such funding could be obstructing more action on the climate crisis.

"It was one of the only moments in the whole thing that was like, 'Oh,'" one of the senators present said, describing the exchange as having caught people's attention. "It was, 'Ok, next speaker,' it moved right along," one of the senators present said. Its ability to turn up detailed instructions for creating a biological weapon like anthrax is to be expected, two people familiar with the company said.

But he’s hoping that they will give senators some realistic direction as he tries to do what Congress hasn't done for many years — pass meaningful regulation of the tech industry. “It’s going to be a fascinating group because they have different points of view,” Schumer said in an interview with The Associated Press ahead of the forum. Many members of Congress agree that legislation will probably be needed in response to the quick escalation of artificial intelligence tools in government, business and daily life. In the United States, most major tech companies have expressed support for AI regulations, though they don’t necessarily agree on what that means. Blumenthal’s framework calls for a new “licensing regime” that would require tech companies to seek licenses for high-risk AI systems.

Most lawmakers from the state, all Democrats, carefully sought to distance themselves from the order. "The governor is taking action and starting a conversation about addressing the epidemic of gun violence in our communities. The order has drawn national media attention, with even some Democrats and gun control activists criticizing Lujan Grisham's efforts as unconstitutional. Two Republican state lawmakers have called for the governor's impeachment, an effort that's dead on arrival in the Democratic-controlled legislature.

Among those attending the in-person event will be the CEOs of Anthropic, Google, IBM, Meta, Microsoft, Nvidia, OpenAI, Palantir and X, the company formerly known as Twitter. But crucially, the event could also shed light on the political feasibility of a broad, sweeping AI law, setting expectations for what Congress may achieve. IBM CEO Arvind Krishna will also seek to “demystify” a widely held impression that AI development is done only by a handful of companies like OpenAI or Google, Padilla said. Some authors have sued OpenAI over those claims, while others have asked in an open letter to be paid by AI companies. New AI legislation could also serve as a potential backstop to voluntary commitments that some AI companies made to the Biden administration earlier this year to ensure their AI models undergo outside testing before they are released to the public.

Maria Cantwell, D-Wash., who leads the Commerce Committee, predicted lawmakers could get AI legislation "done in the next year."

Bill Richardson, a longtime fixture of Democratic politics with turns as Energy Secretary and United Nations ambassador under the Clinton administration, died on Friday, the Richardson Center for Global Engagement said in a statement. There was no person that Governor Richardson would not speak with if it held the promise of returning a person to freedom,” Mickey Bergman, vice president of the Richardson Center, said in a statement. Richardson later served as US ambassador to the United Nations and secretary of energy before being elected governor of New Mexico in 2002. After an unsuccessful bid for the presidency in 2008, Richardson launched the Richardson Center for Global Engagement, a non profit promoting international peace, in 2011. He grew up in Mexico City, Mexico, leaving to attend boarding school in Massachusetts in 1960.
