CNN —A 6.8 magnitude earthquake struck off the coast of eastern Cuba on Sunday, causing material damage in several regions as the island continues to recover from widespread blackouts and the impact of two hurricanes over the past few weeks. The municipality of Pilón has suffered “a lot of damage,” according to Enrique Diego Arango Arias, head of the National Seismological Service of Cuba. Residents in eastern Cuba told Reuters that the tremor was as powerful as any they’ve felt before. In other occasions, we’ve felt the earthquake but not as strong as now,” Griselda Fernandez said. The quake was also felt in the eastern provinces of Santiago de Cuba, Holguin and Guantánamo, where the deadly Hurricane Oscar struck last month.

Rafael was moving west across the Gulf of Mexico Friday morning as the first major hurricane in the Gulf of Mexico in November for almost 40 years, bringing the threat of life-threatening conditions to the southern United States coastline. Forecasters said the storm could cause dangerous surf and rip-tides across the whole Gulf region in the coming days, after causing havoc in Cuba where millions are still without power. ET Rafael was 585 miles east of the mouth of the Rio Grande with sustained wind speeds of 120 mph, making it a Category 3 hurricane, moving west at a rate of 9 mph, the National Hurricane Center said. Rafael is now tied with Hurricane Kate in 1985 as the strongest storms recorded in the Gulf. The storm is expected to weaken throughout the weekend, but it could still produce tropical storm-force winds — which is between 39 and 73 mph — up to 115 miles from its center.

President Joe Biden hosted a formal ceremony Wednesday to publicly celebrate his executive order establishing an initiative to increase funding for Hispanic-serving institutions and create a board of advisors on HSIs. Flores said the executive order shows a federal understanding of how crucial HSIs are to the future of the nation. The more than 500 HSIs in the U.S. and Puerto Rico serve more than 4.7 million students every year, according to federal data. Many students are low-income, and nearly a third are eligible for Pell grants, which are federal scholarships for students in need. “The president’s executive order will strengthen these critical institutions and build their capacity to provide economic mobility for all their students.”

ROSWELL, N.M. — The New Mexico National Guard continued search and rescue operations Sunday in Roswell after record rainfall produced severe flooding in and around the city and Chaves County and left at least two people dead. Guard officials said 309 people had been rescued since Saturday, with 38 of those taken to hospitals for treatment of undisclosed injuries. Roswell city officials said water levels had receded in many parts of the city but remained high in the downtown area. Search and rescue efforts are underway in Roswell, N.M., on Sunday, following severe flooding. Authorities set up a shelter at the Eastern New Mexico state fairgrounds for Roswell residents displaced by the flooding.

CNN —At least one person has died and hundreds have been rescued in Roswell, New Mexico, after extreme overnight rainfall brought severe flooding, stranding motorists and sweeping away cars. The New Mexico National Guard and other agencies have rescued at least 290 people, including 38 who were taken to hospitals, the agency confirmed in a statement. The National Weather Service declared an overnight flash flood emergency for Roswell and nearby areas, as emergency management within Chaves County reported numerous water rescues. “We feel for the New Mexicans affected by this latest flooding in our state,” said Maj. Gen. Miguel Aguilar, the New Mexico National Guard’s Adjutant General. “Because of the previous flooding in Ruidoso, we have the experience and were ready for this.

Cuba restored a trickle of power to its grid by mid-evening on Friday, officials said, hours after the island plunged into a countrywide blackout following the collapse of one of its major power plants. The Communist-run government closed schools and non-essential industry early on Friday and sent most state workers home in a last-ditch effort to keep the lights on after weeks of severe power shortages. But shortly before midday, the Antonio Guiteras power plant, the country’s largest and most efficient, went offline, prompting a total grid failure and suddenly leaving the entire island without power. For many Cubans, far removed from politics and accustomed to regular power outages, the nationwide blackout was nothing more than a normal Friday night. Russia and Mexico, which in the past have sent fuel to Cuba, have also greatly reduced shipments.

Cuba’s ally and main oil supplier, Venezuela, has decreased the amount of shipments it sends to the island. Oil shipments from other countries, like Russia and Mexico, have also been greatly diminished.

WASHINGTON — The Biden administration announced a milestone Thursday in its effort to cancel Americans' student debt: it has provided relief to more than one million borrowers who work in public service. The Education Department said that before Biden's presidency, only 7,000 public servants had ever received student debt relief through the Public Service Loan Forgiveness Program. The milestone comes after the administration has faced legal challenges to a number of its student debt relief proposals and roadblocks put up by court rulings. The Supreme Court, for example, ruled last year that the administration’s original student debt forgiveness program couldn't take effect. That plan would have benefited 43 million borrowers by canceling up to $20,000 in debt, potentially costing more than $400 billion.

"Federal Student Aid has determined, through its oversight of federal student loan servicers, that MOHELA has not consistently met the Department's standards for serving borrowers. In January, the department withheld pay from the remaining three major federal servicers over failure to deliver on-time billing statements to borrowers.

The 15th-century explorer Christopher Columbus was a Sephardic Jew from Western Europe, Spanish scientists said on Saturday, after using DNA analysis to tackle a centuries-old mystery. Other theories range from him being a Spanish Jew or a Greek, to Basque, Portuguese or British. They compared them with those of known relatives and descendants and their findings were announced in a documentary titled “Columbus DNA: The true origin” on Spain’s national broadcaster TVE on Saturday. After analysing 25 possible places, Lorente said it was only possible to say Columbus was born in Western Europe. On Thursday, Lorente said they had confirmed previous theories that the remains in Seville Cathedral belonged to Columbus.
