By Kanishka SinghWASHINGTON (Reuters) - Robert Hur, the special counsel appointed to investigate whether President Joe Biden improperly handled sensitive government documents, is a former high-ranking Justice Department official with experience in prosecuting sensitive leak investigations. On Thursday, he concluded that probe and found that Biden retained classified materials about Afghanistan after leaving the vice presidency in 2017 but said he will not be criminally charged. Hur was appointed by Donald Trump in 2018 as the chief federal law enforcement officer in Maryland and left that position in early 2021. Under Hur, the Maryland U.S. attorney's office prosecuted the case of former National Security Agency contractor Harold Martin, who stole huge amounts of classified material from U.S. intelligence agencies. A graduate of Stanford Law School and Harvard College, Hur served as top aide to then-Deputy Attorney General Rod Rosenstein before his appointment as the U.S. attorney in Maryland.

SANTIAGO (Reuters) - Chilean ex-President Sebastian Pinera died in a helicopter crash on Tuesday in the south of the country, local news outlet La Tercera said. Government sources cited by La Tercera said four people were traveling on the helicopter when it crashed, and that three had been "found by first responders." Chile's national disaster agency SENAPRAD confirmed that a helicopter crash had occurred in the southern town of Lago Ranco and that one person had been killed and three people injured. MANILA (Reuters) - The Philippines and the United States intend to hold a "2-plus-2 meeting" of top diplomatic and defence officials in Manila in March, the Philippine ambassador to Washington said on Monday. He said there is an "intention" to hold a meeting, and the plan is "still a work in progress." Romualdez did not respond to a question on what will be the agenda of the planned meeting, which comes at a time of simmering tensions between the Philippines and China over the South China Sea. Leader Kim Jong Un supervised the test of the missile, called "Pulhwasal-3-31," which is identical to the strategic cruise missiles that the North said last week were under development. South Korea's military said on Sunday that the North fired multiple cruise missiles off its coast but did not provide details. North Korea's ballistic missiles are typically more controversial and are explicitly banned under U.N. Security Council resolutions. But analysts have said intermediate-range cruise missiles were no less a threat than ballistic missiles and are a serious capability for North Korea.

MEXICO CITY (Reuters) - At least 12 suspected criminals were killed on a highway near Hermosillo in the northern Mexican state of Sonora, a state official said Sunday, in what authorities called a foiled attempt to rescue the son of a cartel hitman. Another seven escaped and some are probably wounded, the Sonora's state attorney's office said in a statement. Two security officials were hospitalized after the crossfire but are now in stable condition, the statement added. The office said it suspected the group, armed with assault weapons, was attempting to rescue the son of Jesus Humberto Limon, a suspected hitman working for a faction of the Sinaloa Cartel led by the sons of Joaquin "El Chapo" Guzman. The suspected hitman's son, Carlos Humberto, had been detained minutes before for "crimes against health" in Camino del Seri, it said, without giving further details.

PARIS (Reuters) - French President Emmanuel Macron said on Tuesday he would travel to Ukraine in February to finalise a bilateral security guarantee deal and Paris would deliver more sophisticated weaponry in the coming weeks. The New York City Police Department said a girl called to report the incident in Queens' Far Rockaway neighborhood and said "her cousin is killing her family members". The suspect, a 38-year-old, stabbed two police officers who responded to the scene, police told reporters. One of the officers then shot him dead, they added. The four people stabbed to death included a 12-year-old boy, an 11-year-old girl, a 44-year-old woman and a man in his 30s, police said. Nov 30 (Reuters) - Activist investor Nelson Peltz is pushing ahead with plans to seek at least three board seats at Disney (DIS.N) as the firm is not satisfied with Disney CEO Bob Iger's changes, several people familiar with the matter said. During a conversation on Thursday morning with Iger, Disney extended an offer for Trian to meet with the company's board but rejected the activist shareholder's request for seats on a board that will soon have 12 members, Trian said in a statement. He wanted the company to come up with a better succession plan, overhaul the streaming business and cut costs. Early this year, Peltz aborted a board challenge to give Iger time to "right the ship." "If they’ve made significant progress," Gadson said of Disney, proxy advisers "are more likely to allow for time to complete the transformation."

The Tesla (TSLA.O) CEO told advertisers who have fled his social media platform X over antisemitic content to "Go fuck yourself!" Several business communications analysts said they couldn't remember a similar case of an executive publicly cursing at their customers. Musk, Tesla and X did not respond to requests for comment. Musk apologized for it and then cursed and dismissed the concerns of the advertisers fleeing the platform. Cappelli said Musk wishes to see himself as a rock star, not a business leader who needs to take account of many constituencies.
