WASHINGTON — When President Joe Biden relinquishes power in January, some parts of his legacy will be secure, while others may be undone by President-elect Donald Trump and a new Republican-controlled Congress. The pieces of Biden’s legacy go into four buckets. But it will be difficult for Trump to undo bipartisan legislation, such as measures about infrastructure and preventing gun violence, and the judges Biden appointed can’t be unseated. Biden’s immigration orders are ripe for Trump to target after he ran on a platform of mass deportations and clamping down on border security. Bipartisan Biden-era bills (largely safe)The parts of Biden’s legacy that will be relatively safe are the bipartisan laws he passed, which are subject to filibusters and therefore give Democrats the power to protect them.

WASHINGTON — President-elect Donald Trump’s ambitious agenda could face pushback from an institution he has done much to shape: the Supreme Court. With a 6-3 conservative majority including three Trump appointees, the court has spent the last few years buffeted by criticism from the left. The Trump administration also suffered a big loss when in 2020 the court ruled 6-3 to extend workplace discrimination protections to LGBTQ employees, a decision that angered conservatives. During the Biden years, the court has set new precedents while ruling against the administration that in theory apply to Trump too. “The Supreme Court supermajority has given us no reason to expect that it will be anything other than be a rubber stamp for his worse impulses,” said Alex Aronson, who runs Court Accountability, a left-leaning legal group.

At issue are about 1,600 voter registrations that Virginia said came from self-identified noncitizens but that a US District Court said hadn’t been fully vetted for citizenship status. Noncitizens are not allowed to vote in federal elections; none of the lower court rulings had changed that fact. But documented cases of noncitizens voting are extremely rare. Behind the scenes, the conservative justice sought to put a thumb on the scale for states trying to restrict how social media companies filter content. The states enacted their laws in 2021 and, with variations, restricted the ability of social media platforms to filter third-party messages, videos and other content. Greg Abbott signed that state’s measure, he said, “there is a dangerous movement by social media companies to silence conservative viewpoints and ideas.” In Florida, Gov.
