Washington CNN —President Joe Biden was bracing for a week of political onslaught. When gunshots rang out at a Donald Trump political rally in Butler, Pennsylvania, Saturday evening, much of that appeared to change. He also addressed the nation from the Oval Office, calling for a lowering of the political temperature. “I think it should,” one close Biden ally told CNN when asked if that may end up being a result of Saturday’s attack. But those expected discussions were quickly eclipsed by the response to the assassination attempt on Biden’s predecessor and political opponent.

The Biden campaign and Democrats across the party scrambled Sunday to determine how to adjust their plans to counter messaging at the Republican National Convention, which had been in the works for some time. Stunned Biden campaign officials huddled and decided to pause all outbound communications and pull down TV ads. The campaign urged staff in a memo to “refrain from issuing any comments on social media or in public.” Sources described the mood within the White House and the Biden campaign as “shock” as they put their response into motion. The Biden campaign has yet to decide when to resume its advertising campaign against Trump after pulling the ads on Saturday. Sen. Chris Coons, a close Biden ally and co-chair of the Biden reelection campaign, called for a lowering of the political temperature.

Barack Obama and Nancy Pelosi have spoken privately about Joe Biden and the future of his 2024 campaign. Both the former president and ex-speaker expressed concerns about how much harder they think it’s become for the president to beat Donald Trump. Democrats are desperate for the dispiriting infighting to end so they can get back to trying to beat the former president. Pelosi has made clear that she does not see Biden’s decision to stay in the race as final. But Obama’s deepening skepticism about his friend’s ability to win reelection is one of the worst kept secrets in Washington.

CNN —NATO officials are discussing taking action to reclaim some Chinese-owned infrastructure projects in Europe should a wider conflict with Russia break out in the east of the continent, three officials involved in the discussions told CNN. A decade ago, when Europe was still crawling out of the economic crater caused by the global financial crisis, the promise of infrastructure funding from Chinese-owned investment firms seemed like a major windfall. The fear, according to one US official, is that Beijing could use the infrastructure it owns in Europe to provide material assistance to Russia if the conflict were to expand. The discussions reflect an increasing focus on China by the NATO alliance. A NATO official said that if a war erupted, the infrastructure “would almost certainly be nationalized, or nations would temporarily assume operating control, under emergency security measures.

“It’s not like Biden’s inner circle didn’t know this,” one Democratic strategist close to the White House said of the extent of the president’s recent decline. “Expect a drip, drip, drip,” said one former Biden White House official. “Blinders are off and everyone is aware,” one source close to the White House told CNN. “He’s declined,” one House Democratic lawmaker who attended the gala told CNN. Aides to the president told CNN that not only are they no longer interested in discussing Biden’s on-stage fiasco last month, and there are simply no outstanding questions about the president’s political future to debate. “We’re done talking about the debate and focused on a singular mission: Defeating Donald Trump in November,” one Biden aide told CNN. Tuesday’s White House press briefing was once again dominated by questions about Biden’s health, mental fitness and the political fallout of the debate. “Jill and Valerie won’t let him go down in flames,” this adviser told CNN, referencing the president’s wife and sister by their first names. Michael Bennet of Colorado, Sherrod Brown of Ohio and Jon Tester of Montana all said they thought Biden cannot win the election, a source familiar told CNN.

But the president’s abject debate performance and defiance in the aftermath have badly weakened his standing in a party already unenthusiastic about his campaign. Any slip ups or confusion would rip off the fragile patch Biden has fixed on the dam of Democratic Party support. Biden needs one of his classic comebacks more than everStill, it’s too early to count Biden out. “We concluded that Joe Biden is old; we found out, and the polling came back that he’s old,” Fetterman told CNN. Many of the CBC’s members are in solid blue districts and may be under less pressure than frontline Democrats who have criticized the president’s debate performance.

Donors often operate behind the scenes and, according to sources, have grown increasingly anxious about Biden’s candidacy following his halting debate performance last month. CNN reached out to the Biden campaign for comment. In the immediate wake of Biden’s debate performance, organizers paused conversations on planning the fundraiser until after the July 4 holiday to allow the dust to settle. A spokesperson for the Biden campaign told CNN the event was not affiliated with their official fundraising schedule. Donors elsewhere in the country have told CNN their events are on hold until Biden’s path is clearer.

Washington CNN —After President Joe Biden’s reelection efforts spiraled into chaos following his debate fiasco last month, Democrats who have both stood by and abandoned Biden since then see Tuesday as a decisive day for the president’s political future. Jeffries listened as he was confronted with concerns and frustrations from all factions of the caucus during House Democrats’ Tuesday meeting. But instead of a united front, Democrats emerged from the meeting without consensus or a clear path forward. Even though a number of lawmakers expressed their support for Biden, the concerns stuck with many Democrats after the meeting. House Democrats gathered on Tuesday to discuss steps forward with Biden’s campaign.

Washington CNN —President Joe Biden on Tuesday announced plans to supply new air defenses to Ukraine in a speech opening the NATO summit – providing much-needed support for the country at a critical juncture in its defense against Russia’s invasion. Meanwhile, Italy would also provide a SAMP-T long-range air defense system. In addition to the long-range aerial defense systems, the US and other countries are also providing Ukraine with “dozens” of short- and medium-range systems to help Kyiv intercept Russian drones and missiles. Ukrainian President Volodymyr Zelensky said he would fight for “decisive actions” from the United States and Europe to help Ukraine. “All we allies knew before this war Putin thought NATO would break,” Biden said.

“I want you to know that despite all the speculation in the press and elsewhere, I am firmly committed to staying in this race, to running this race to the end, and to beating Donald Trump,” Biden wrote in the letter, obtained by CNN. Any weakening of resolve or lack of clarity about the task ahead only helps Trump and hurts us,” Biden concluded. More than a handful of top House Democrats told Minority Leader Hakeem Jeffries on Sunday that Biden needs to step aside amid concerns about down-ballot Democratic races. Biden offered a confusing response to a question about his letter to Hill Democrats calling for unity and lambasted Trump for being on the golf course after the debate. CNN —President Joe Biden told top donors on a video call Monday that he is still the best candidate to defeat former President Donald Trump as the Biden campaign and the White House sought to move beyond a crisis threatening to consume the Democratic Party. “It’s still a huge hole to climb out of,” the Democratic donor said, speaking on condition of anonymity to avoid alienating the campaign. While the Biden campaign has pointed to a rush of small-dollar donations over the past week, a senior adviser said the falloff among high-dollar contributors was highly troubling. Morgan blamed Biden’s campaign team for his debate performance and argued that Vice President Kamala Harris is in place “if something happens” to Biden. Former President Donald Trump claimed that the United States has given more in aid to Ukraine than European countries put together. “The European nations together have spent $100 billion, or maybe more than that, less than us,” Trump said. From just before Russia’s invasion in early 2022 through April 2024, European countries contributed more aid to Ukraine than the US, according to data from the Kiel Institute for the World Economy in Germany. Additionally, Europe had committed more total military aid to Ukraine, at about $76 billion to about $69 billion for the US. And the Kiel Institute found that Ukraine itself was getting only about half of the money in a 2024 US bill that had widely been described as a $61 billion aid bill for Ukraine.

CNN —The New York Times Editorial Board is calling on President Joe Biden to leave the race for the White House after his performance at CNN’s presidential debate. He struggled to hold Mr. Trump accountable for his lies, his failures and his chilling plans. “The greatest public service Mr. Biden can now perform is to announce that he will not continue to run for re-election. There is no reason for the party to risk the stability and security of the country by forcing voters to choose between Mr. Trump’s deficiencies and those of Mr. Biden. “The last time Joe Biden lost the New York Times editorial board’s endorsement, it turned out pretty well for him,” Biden campaign co-chair Cedric Richmond told CNN.

Andrew Harnik/Getty ImagesAt tomorrow’s CNN debate, President Joe Biden is planning to attack his predecessor as being unfit for office and unworthy of representing the United States on the world stage. Faiz Shakir, Sanders’s 2020 campaign manager, told CNN it was a smart and effective strategy that earned a lot of media coverage, because of the nature of the announcement. “It works when you have actually relevant and new info to share, whenever that is,” Shakir told CNN. Democrats’ 2024 platform is still being drafted by the Biden campaign and Democratic National Convention operatives, sources say, making it more likely a later debate sees a heavier focus on policies and personnel.

CNN —The Almighty won’t be standing on stage alongside Joe Biden on Thursday night. Biden’s campaign laid the groundwork for the Atlanta showdown hosted by CNN in a weekend memo. If Trump rants and vents his 2020 election lies on Thursday, he will play into Biden’s hands. That could avoid the mayhem of the first Trump v. Biden debate in 2020. His campaign has spent days trying to roll back his expectations of Biden as a doddering, elderly president who can’t string two words together.

Under current federal law, an undocumented person who enters the United States and marries a US citizen must first request parole before applying for legal residency. Lawful permanent residency, commonly known as obtaining a green card, allows immigrants to live and legally work in the United States. Bob Casey, a Democrat in a vulnerable seat, also declined to say if he supports Biden’s executive order. NATO Secretary-General Jens Stoltenberg is visiting Washington and meeting with Biden ahead of the city’s hosting of the alliance’s annual summit, set to take place in July. “Just five years ago, there was still less than 10 allies that spent 2% of GDP on defense,” Stoltenberg said during remarks at The Wilson Center in Washington. “I can only now reveal that this year, more than 20 allies will spend at least 2% of GDP on defense.”“This is good for Europe,” he added. Several NATO member countries that either border Russia or are nearby have hiked their defense spending since 2022. The loan is expected to be delivered by the end of 2024, which would ensure the money would get to Ukraine before a potential change in US presidents. “This loan will mostly be provided by the United States and will be supplemented by money from Europe,” an Élysée source told journalists at a briefing. “Countries are still discussing how to partition the cost if the profits from Russian assets are not sufficient to cover the need,” the French source added. G7 countries began brainstorming ways to identify longer-term sources of funding for Ukraine in late 2023, as lawmakers delayed in greenlighting the White House’s funding request. Paris CNN —President Joe Biden heralded the close ties between the United States and France on Saturday, calling his current visit “the most remarkable trip” that he’s made to the country as French President Emmanuel Macron hosted his US counterpart for an official state visit in Paris. “When we stand as one, our countries are stronger and literally, the world is safer,” Biden said during a state dinner later Saturday. Macron is returning the favor to Biden, who hosted the French president for a state visit at the White House in December 2022, the administration’s first. France, Biden said, “was our first friend. “One of the things the president respects and admires about President Macron is he’s as honest and forthright as President Joe Biden is.
