And until the strikes are resolved, it's difficult to plan ahead, so most productions are waiting to move forward.
But several high-level studio execs, studio investors, and producers told Insider the gears are starting to turn, with some productions beginning scenario planning.
Of course, no one's expecting spending on new entertainment to be what it once was once the strikes end.
