U.S. allies warned of "hybrid warfare" Tuesday after two undersea communication cables were severed in the Baltic Sea, raising suspicions that they may be the latest acts of sabotage targeting the West as it clashes with Russia. German Defense Minister Boris Pistorius said Tuesday that "no one believes that these cables were cut accidentally" after a rupture in a 730-mile cable linking Germany and Finland was detected Monday. "We have to state, without knowing specifically who it came from, that it is a ‘hybrid’ action," he said. Western officials have accused the Kremlin of intensifying a campaign targeting Ukraine's allies while assaulting its neighbor in a war that reached 1,000 days on Tuesday. China has told its automakers to halt big investment in European countries that support extra tariffs on Chinese-built electric vehicles, two people briefed about the matter said, a move likely to further divide Europe. The new European Union tariffs of up to 45.3% came into effect on Wednesday after a year-long investigation that divided the bloc and prompted retaliation from Beijing. Ten EU members including France, Poland and Italy supported tariffs in a vote this month, in which five members including Germany opposed them and 12 abstained. Chinese automakers including BYD , SAIC , and Geely were told at a meeting held by the Ministry of Commerce on Oct. 10 that they should pause their heavy asset investment plans such as factories in countries that backed the proposal, said the people. Germany's inflation surged to 2.4% in October, back above the European Central Bank's 2% target, even as the country narrowly avoided a technical recession in the third quarter. The preliminary print, announced by German statistics office Destatis, is harmonized across the euro area for comparability. Harmonized inflation had dropped to 1.8% in September, after coming in at the European Central Bank's 2% target in August. So-called core inflation, which strips out more volatile food and energy costs, came in at 2.9% in October, the German statistics office said Wednesday, an increase from the 2.7% reading of September. In a note translated by CNBC, Deutsche Bank economist Sebastian Becker said that the renewed rise in core inflation showed that the problem of growth in price increases was not resolved, and that further patience was needed.

ICC prosecutor Karim Khan announced in May he was seeking arrest warrants for Netanyahu, Israeli Defense Minister Yoav Gallant, and three Hamas leaders – including Gaza chief Yahya Sinwar – over charges of war crimes and crimes against humanity. The court has no means of enforcement, however ICC members have an obligation to cooperate fully with its decisions. If the warrants are granted, Netanyahu and others could risk arrest when traveling to the 124 countries that are ICC members – including Germany and the United Kingdom. The international court still must assess submissions from other powers before making a decision on whether to grant the request for arrest warrants. The UK’s governing Labour party and its leader, former human rights lawyer Keir Starmer, have faced pressure from supporters to take a tougher stance on the Gaza war.
