The International Criminal Court’s chief prosecutor asked judges on Wednesday to issue an arrest warrant for the head of Myanmar’s military regime for crimes committed against the country’s Rohingya Muslim minority. From a refugee camp in Bangladesh, the court’s top prosecutor, Karim Khan, said in a statement that he intends to request more warrants for Myanmar’s leaders soon. “In doing so, we will be demonstrating, together with all of our partners, that the Rohingya have not been forgotten. The allegations stem from a counterinsurgency campaign that Myanmar’s military began in August 2017 in response to an insurgent attack. In 2018 judges at the court ruled the prosecutor could look into crimes which were “completed” on the territory of a member state, such as forcible deportation.

CNN —The chief prosecutor of the International Criminal Court (ICC) is seeking an arrest warrant for Myanmar’s military leader for crimes committed against the persecuted Rohingya minority group. As a result of the violence, the ICC estimated that more than one million Rohingya were forcibly displaced from Myanmar — many fleeing to neighboring Bangladesh. Min Aung Hlaing is the leader of Myanmar’s powerful military, known as the Tatmadaw, which seized power in 2021. But even If the warrant is approved, the ICC could be limited in its jurisdiction as Myanmar is not among the 123 member states of the court. However, member countries could be obligated to transfer Min Aung Hlaing into ICC custody if he enters their territory after the warrant is issued.

MANILA, the Philippines — Philippine President Ferdinand Marcos Jr. vowed Monday to fight back against what he called reckless and troubling threats against him, speaking out after his estranged vice president said he would be assassinated if she herself were killed. “If planning the assassination of the president is that easy, how much more for ordinary citizens?” he said. Sara Duterte told reporters she had yet to hear the president’s statement but she recalled the 1983 assassination of former Senator Benigno Aquino, for which she blamed the Marcos family, without giving proof. “The whole nation fought back when their family killed Benigno Aquino Jr.,” Duterte told reporters. Rodrigo Duterte told the hearings that he was solely responsible for the bloody crackdown and has urged the ICC to “hurry up” with its investigation.

Under the Rome statute that created the ICC, its signatories are obliged to carry out arrest warrants, no matter the rank of the accused. Mohammed Deif was accused of crimes against humanity and war crimes, including for his role as a mastermind of Oct. 7. Some European countries have not said whether they would arrest Netanyahu if he visited, including a number of Israeli allies. Britain respects the independence of the ICC, Prime Minister Keir Starmer’s spokesperson said, but did not say whether Britain would arrest Netanyahu. Netanyahu and the other two Israelis facing the arrest warrants join a group that includes Russian President Vladimir Putin, who has been subject to an ICC arrest warrant over alleged war crimes in Ukraine since last year.

CNN —A decision by the International Criminal Court to issue arrest warrants for Israeli officials was met with anger and annoyance at Jerusalem’s bustling Mahane Yehuda Market. Gil Siegal, a legal scholar at the Ono Academic College in Israel, said The Hague-based court’s decision has united Israelis. Most Israelis still support the war in Gaza, he said, seeing it as a just fight and the only means to keep their country safe. The ICC “is saying that Gallant and Netanyahu are equal to Mohammed Deif… this is something that Israelis truly cannot comprehend, truly, truly cannot comprehend,” Siegal said. “Israel’s war machine does not only destroy Gaza but also hurts Israelis – in body and in spirit,” he told CNN.

The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. In its announcement Thursday the ICC rejected challenges from Israel to its jurisdiction.

The ICC was established in 2002 and is tasked with prosecuting individuals for crimes of genocide, crimes against humanity and war crimes. While the ICC is independent of the UN, it is endorsed by the UN’s General Assembly and maintains a cooperation agreement with the UN. When a case is not within the ICC’s jurisdiction, the UN Security Council can refer that case to the ICC. Any member state can ask the ICC’s prosecutor to launch an investigation. Key powers missing: More than 120 countries are signatories to the Rome Statute, but Israel is not, nor are some major powers including the US, Russia, China and India.

The International Criminal Court issued arrest warrants on Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas officials, accusing them of war crimes and crimes against humanity over the war in Gaza and the October 2023 attacks that triggered Israel's offensive in the Palestinian territory. Netanyahu and other Israeli leaders have condemned ICC Chief Prosecutor Karim Khan's request for warrants as disgraceful and antisemitic. U.S. President Joe Biden also blasted the prosecutor and expressed support for Israel's right to defend itself against Hamas. The court also issued a warrant for the arrest of Mohammed Deif, one of the leaders of Hamas. Khan sought warrants in May, accusing Netanyahu and Gallant of crimes including murder, intentionally attacking civilians, and persecution.

CNN —The International Criminal Court has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and a senior Hamas official, accusing them of war crimes during and after the October 7 attacks on Israel last year. While ICC warrants don’t guarantee arrests, they could significantly restrict Netanyahu’s ability to travel to ICC member states. The prime minister said at the time that “trust between me and the minister of defense has cracked.” Katz, who served as foreign minister until then, became defense minister. After an arrest warrant has been issued, the ICC sends requests for cooperation to member states. Previous leaders who have been faced with ICC arrest warrants have experienced limitations on their ability to travel, unable to pass through countries legally obliged to arrest them.

The International Criminal Court’s arrest warrants for two Israeli leaders say that there are grounds to believe they bear “criminal responsibility” for the devastating humanitarian crisis in Gaza, according to a statement released by the court on Thursday. Most of Gaza’s over two million people are still displaced — many living in tents — and finding enough food and clean water is often a daily struggle. Israeli officials, who ordered the invasion of Gaza after the Hamas-led Oct. 7 attacks, say their aim is to eradicate the armed group. The court said some Gazans had died from deprivation in part imposed by Israeli restrictions on the flow of aid, providing legal grounds for suspected murder. The judges also argued that restrictions on food and medicine to Gazans as a whole could amount to the crime of persecution under international law.

That’s a lot of damage – but it’s only a small fraction of what climate change has cost people around the world. A new report is flashing a warning signal about climate change and natural disasters, finding that their total economic damage has skyrocketed into the trillions. “Just as the global financial crisis was met with a swift and concerted response from world leaders, we need governments to understand that the economic impact of climate change necessitates a response of similar speed and decisiveness,” said John W.H. Trump has promised to undo climate regulations in the country, including rolling back pollution limits on tailpipes and power plants. Manila, Philippines (AP) — The Philippines’s former President Rodrigo Duterte registered Monday to run for mayor of his southern home city despite his notorious legacy over his brutal anti-drugs crackdown that the International Criminal Court is investigating as a possible crime against humanity. His son – incumbent Davao city Mayor Sebastian Duterte – would run as his vice-mayor in next year’s mid-term elections, officials said. More than 6,000 people, mostly poor drug suspects, were killed under a massive police-enforced crackdown against illegal drugs that Duterte oversaw when he was president, according to government pronouncements. Duterte has denied condoning extrajudicial killings of drug suspects, although he has openly threatened suspects with death and has ordered police to shoot suspects who dangerously resist arrest. During his presidency, Duterte nurtured cozy ties with Chinese President Xi Jinping and Russian leader Vladimir Putin while lambasting the security policies of the United States and other Western governments.

THE HAGUE, Netherlands — International Criminal Court prosecutors said Monday that they are “actively monitoring” events in Venezuela, where security forces have launched a crackdown on the opposition in the aftermath of the nation’s disputed presidential election. Maduro has called on Venezuelans to denounce election doubters via a government-run app originally created to report power outages. He also said the government was refurbishing two gang-dominated prisons to accommodate an expected surge in jailing of opponents. The ICC has an ongoing investigation into violence that followed Venezuela’s 2017 election but has so far not sought any arrest warrants. His office said Monday that “those investigations are continuing with focus.” It highlighted an online portal where potential evidence can be filed.

ICC prosecutor Karim Khan announced in May he was seeking arrest warrants for Netanyahu, Israeli Defense Minister Yoav Gallant, and three Hamas leaders – including Gaza chief Yahya Sinwar – over charges of war crimes and crimes against humanity. The court has no means of enforcement, however ICC members have an obligation to cooperate fully with its decisions. If the warrants are granted, Netanyahu and others could risk arrest when traveling to the 124 countries that are ICC members – including Germany and the United Kingdom. The international court still must assess submissions from other powers before making a decision on whether to grant the request for arrest warrants. The UK’s governing Labour party and its leader, former human rights lawyer Keir Starmer, have faced pressure from supporters to take a tougher stance on the Gaza war.
