CNN —The $95 billion military aid package President Joe Biden signed Wednesday was a feat of tough-minded negotiation to get funding to Ukraine and Israel after months of congressional horse-trading. But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. The new infusion of aid gives the US a lot of leverage with Ukraine and Israel. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. In Israel, putting conditions on military aid is a better idea.

CNN —Negotiations to release Russia’s opposition leader Alexey Navalny in a prisoner swap had reached their “final stage” just before his sudden death, a top aide to Navalny has said. “Navalny was supposed to be free in the coming days because we had achieved a decision on his exchange,” Pevchik said. I knew Kissinger only slightly (he worked to charm journalists, just as he believed in engaging other adversaries) but see lessons both in his accomplishments and in his catastrophes. He had a capacity to see around corners, perceive possibilities for change and then work tirelessly to achieve them. China early in the Nixon administration was isolated and chaotic, with Red Guards rampaging through the country. But Kissinger saw opportunity and nurtured it in ways that led to the unimaginable: a presidential visit and eventually normalization of relations and an explosion of trade. Russia felt sufficiently outmaneuvered that it then invited Nixon to Moscow and signed a landmark arms control agreement.

Augusto Pinochet at the head of a military dictatorship, Kissinger also pushed the United States to back the new regime, which killed, tortured or imprisoned tens of thousands of Chileans. “I think we should understand our policy — that however unpleasant they act, this government is better for us than Allende was,” Kissinger said to his deputies, according to declassified transcripts, in the weeks after the coup.

WASHINGTON, Nov 30 (Reuters) - Henry Kissinger, the most powerful U.S. diplomat of the Cold War era, who helped Washington open up to China, forge arms control deals with the Soviet Union and end the Vietnam War, but who was reviled by critics over human rights, has died aged 100. While many hailed Kissinger for his brilliance and statesmanship, others branded him a war criminal for his support for anti-communist dictatorships, especially in Latin America. Kissinger won the 1973 Nobel Peace Prize for ending U.S. involvement in the Vietnam War, but it was one of the most controversial ever. When Nixon's pledge to end the Vietnam War helped him win the 1968 presidential election, he brought in Kissinger as national security adviser. And in the India-Pakistan War of 1971, Nixon and Kissinger drew heavy criticism for tilting toward Pakistan.
