The Israeli assault was launched in response to a Hamas attack on Israel in which Israel says 1,200 people were killed. "Instead we are spelling publicly the existing standards by the international law including the law of armed conflict." One section of the memorandum reminds recipients of U.S. military aid to "respect their obligations under international law and reduce the risk of civilian harm." Even if states say they are acting in self-defense, international rules regarding armed conflict apply to all participants in a war.

On Thursday, he concluded that probe and found that Biden retained classified materials about Afghanistan after leaving the vice presidency in 2017 but said he will not be criminally charged. Hur was appointed by Donald Trump in 2018 as the chief federal law enforcement officer in Maryland and left that position in early 2021. Under Hur, the Maryland U.S. attorney's office prosecuted the case of former National Security Agency contractor Harold Martin, who stole huge amounts of classified material from U.S. intelligence agencies. A graduate of Stanford Law School and Harvard College, Hur served as top aide to then-Deputy Attorney General Rod Rosenstein before his appointment as the U.S. attorney in Maryland.

WASHINGTON (Reuters) - A U.S. appeals court on Wednesday said it struck down the Biden administration's decision to deny small refiners "hardship waivers" that exempt them from nation's biofuel mandates, in a win for the refining industry. The U.S. Court of Appeals for the Fifth Circuit found in favor of refineries that challenged the EPA's decision, including Ergon, Calumet Shreveport and Placid. Under the Renewable Fuel Standard (RFS), oil refiners must blend billions of gallons of biofuels into the nation's fuel mix, or buy tradable credits from those that do. The EPA can, however, award exemptions to some small refiners if they prove that the obligations cause them undue harm. Refiners, meanwhile, have long argued that the nation's ethanol mandates impose unfair costs on fuel producers, and can threaten the viability of small plants.
