SISIGUAYO, EL SALVADOR — On the morning that Walber Rodriguez was arrested last May, he was just two minutes from his home in Sisiguayo, El Salvador. Outside El Salvador, Bukele is best known for adopting Bitcoin as a national currency. All around them in Sisiguayo and the surrounding Bajo Lempa valley, people were arrested with no satisfactory explanation.
