President-elect Donald J. Trump said on Thursday that he would nominate Pam Bondi to be attorney general, turning to a longtime loyalist who served as state attorney general in Florida to put his stamp on a Justice Department that he sees as politically hostile to him. Mr. Trump announced her selection hours after his first choice, Matt Gaetz, withdrew from consideration amid a growing consensus that he could not be confirmed by the Senate because of allegations that he had taken part in drug-fueled sex parties. Mr. Trump has been keen to install a close ally to head the Justice Department, which he has vowed to purge of what he calls “deep state” foes — suggesting an end to a longstanding practice of Justice Department criminal investigations operating independent of White House direction or interference. The international agency charged with regulating seabed mining worldwide voted on Friday to replace its top executive, after accusations that the British lawyer running the agency was too closely aligned with the mining industry. Leticia Carvalho, an oceanographer from Brazil and a United Nations environmental regulator, was elected by a 79-to-34 vote by the nations that run the International Seabed Authority to replace Michael Lodge, a lawyer who has overseen the agency for nearly eight years. “I can’t wait to start to work with state parties and stakeholders at this honorable organization,” Ms. Carvalho said after the vote, which was done by secret ballot. Mr. Lodge has been a polarizing figure at the seabed authority, which has jurisdiction over any future mining in international waters. Environmentalists have argued that he worked behind the scenes with private contractors to try to accelerate the start of mining.

Some countries are fiercely opposed to the idea of mining the world’s deepest waters while others see it as a badly needed economic opportunity. The Trump Organization has signed a new deal with a Saudi real estate company to build a residential high-rise tower in the city of Jeddah, extending the family’s close ties with the kingdom. A bipartisan group of four congressional lawmakers have objected to the Biden administration plan to boost access to metals needed for electric vehicle batteries by easing sanctions on an Israeli mining executive accused of corrupt practices in the Democratic Republic of Congo. The objection came as the Biden administration moves to allow Dan Gertler, an Israeli billionaire, to sell his financial stake in three mines in Congo as part of an effort to remove him from the mining trade there. Senior Biden officials have argued this will help Congo, the largest producer of cobalt in the world, by enticing more Western-leaning investors. Mr. Gertler has said that all his investments in Congo were aboveboard. But the four lawmakers — two senators and two House members — disputed that, saying the Biden administration was wrong to propose allowing Mr. Gertler to profit as he sells off his holdings in Congo.

The Pentagon is rushing to expand its capacity to wage war in space, convinced that rapid advances by China and Russia in space-based operations pose a growing threat to U.S. troops and other military assets on the ground and American satellites in orbit. Details of the push by the Pentagon remain highly classified. But Defense Department officials have increasingly acknowledged that the initiative reflects a major shift in military operations as space increasingly becomes a battleground. No longer will the United States simply rely on military satellites to communicate, navigate and track and target terrestrial threats, tools that for decades have given the Pentagon a major advantage in conflicts. Instead, the Defense Department is looking to acquire a new generation of ground- and space-based tools that will allow it to defend its satellite network from attack and, if necessary, to disrupt or disable enemy spacecraft in orbit, Pentagon officials have said in a series of interviews, speeches and recent statements.

The Serbian government has approved a contract with Jared Kushner on plans to build a luxury hotel on the site of the former defense ministry in Belgrade, putting him directly into business with a European state as his father-in-law, Donald J. Trump, vies to return to the White House. Mr. Kushner is pursuing the $500 million hotel project in partnership with Richard Grenell. A former Trump administration aide, Mr. Grenell first proposed that U.S. investors attempt to redevelop the long-vacant bombed-out site of the former Yugoslav Ministry of Defense while Mr. Grenell was still a diplomat, serving as a special envoy to the Balkans. The deal, which provoked protests in Belgrade on Thursday, is with an affiliate of Mr. Kushner’s Affinity Partners, the three-year-old, $3 billion investment fund backed by the sovereign wealth fund of Saudi Arabia. “The government of Serbia has chosen a reputable American company as a partner in this venture, which will invest in the revitalization of the former Federal Secretariat for National Defense complex,” a Serbian government official said in a statement released on Wednesday.

Three years after Biden administration officials tightened sanctions on a billionaire Israeli mining executive for corrupt business practices in the Democratic Republic of Congo, they have reversed themselves and are offering the executive a deal they hope will bolster the supply of a metal vital to electric vehicles.
