☆ French lawmakers approve bill penalizing fast fashion

Reuters —France’s lower house of parliament on Thursday approved a bill seeking penalties on ultra-fast fashion products, sold by companies like China’s Shein, aimed at helping to offset their environmental impact. All voting lawmakers unanimously approved the bill, which will head to the senate before it can become law. Jade Gao/AFP/Getty ImagesThe bill comes as the French environmental ministry said it would propose a European Union ban on exports of used clothes, in a bid to tackle the worsening problem of textile waste. At the time, the country’s ministry of ecology said that French people throw away 700,000 tons of clothes — two-thirds of which ends up in landfills — each year. Among the world’s most polluting industries, fashion accounts for between 3% and 5% of global carbon emissions, according to consultancy McKinsey’s State of Fashion report.

"Fighting climate change means first and foremost exiting from the use of fossil fuels, therefore we should have no more fuel heaters and much fewer gas heaters," Bechu said in an interview with franceinfo radio. France targets a 55% reduction in net greenhouse gas emissions by 2030, compared with 1990. Bechu said subsidies for heat pumps - which are more expensive than gas heaters - would be boosted so that for low-income families the net cost of buying a heat pump would be similar to a gas heater. Heat pumps use electricity to draw heat from the environment, and as France relies mainly on nuclear energy to generate electricity, heat pumps would generate virtually no emissions during use.

☆ French environment minister urges restrictions to avoid water crisis

REUTERS/Eric GaillardPARIS, March 6 (Reuters) - France's 100 departmental prefects should not hesitate to enact quick decrees restricting local water use given alarmingly low groundwater levels, French Environment Minister Christophe Béchu said on Monday. The announcement came after Béchu met virtually with prefects to get a view of the country's overall water situation as the country experiences its driest winter since 1959. Low water levels last summer impacted hydroelectric production and forced reduced power output at France's nuclear plants, which use river water to cool reactors. In several parts of France there was also an interruption of drinking water, which Béchu said he was keen to avoid this year. A national water resource management plan, initially expected in January, is now slated to be published before the end of March, the ministry said.
