Some of the most dramatic images are from the desert town of Merzouga, where the rare deluge carved new lakes into the sand dunes. Citrus County: Beginning at 8 a.m. Tuesday, residents in any structure incapable of withstanding 110 mph winds will be under a mandatory evacuation order, the sheriff’s office said. That includes campers, tents, mobile homes and manufactured homes. A mandatory evacuation order for zones A and B is set to begin at 6 a.m. Tuesday. Glades County: A voluntary evacuation order will begin Tuesday at 1 p.m. for residents in mobile homes, RVs and low-lying areas. Lee County: Residents in Zones A and B are under evacuation orders that went into effect at noon Monday, officials said.

With some roads still flooded from Helene, residents can expect a similar kind of storm surge from Milton – but this time with strong winds, Hillsborough County Sheriff Chad Chronister warned. Many people are still without cell phone service after Helene, Moody said, advising residents to buy a small AM radio and a couple of batteries.

World Central Kitchen, a relief organization that provides meals after humanitarian crises and weather disasters, said Tuesday it has served more than 64,000 meals in the aftermath of Helene. Thirty-five food trucks are in operation, and the group is setting up field kitchens in Asheville, North Carolina, and Clearwater, Florida, according to an email from World Central Kitchen. More than 23,000 meals have been served in Tennessee and North Carolina. “We’ll be ramping our hot meal distribution up very shortly as our kitchens come online,” World Central Kitchen said in the email. Five water tankers capable of carrying 6,200 gallons were sent to western North Carolina because shortages caused by infrastructure damage, according to World Central Kitchen.

CNN —Asheville was touted as a climate haven, a place to escape the worst ravages of extreme weather. It pummeled western North Carolina as a tropical storm Friday. In some ways, this scenic swath of western North Carolina was primed for catastrophe. Both systems concentrated their highest rainfall on western North Carolina, killing 11 people. A recent First Street report found parts of North Carolina devastated by Helene could now experience a once-in-100 year flood every 11 to 25 years.

Mules are helping deliver supplies to North Carolina residents devastated by Hurricane Helene, according to Mountain Mule Packer Ranch. Mike Toberer told the AP he decided to bring a dozen of his mules to deliver food, water and diapers to hard-to-reach mountainous areas. The ranchers and mules “headed out” Monday morning, “and will continue to reply as quickly as possible to those in need,” his posts said. Mountain Mule Packer Ranch is located in Raeford, about 110 miles east of Charlotte and about 245 miles from Weaverville. “We have two fully loaded trucks and 20’ stock trailers heading to” western North Carolina for assistance, according to the post.

Hurricane Helene is expected to make landfall Thursday night along the Florida Gulf Coast near Tallahassee and then veer north, maintaining hurricane- and tropical storm-force winds and torrential rainfall into North Georgia and up to Tennessee. Up to 18 inches of rain is expected into the Carolinas, the National Weather Service said Thursday. About 40 million Americans are living under direct hurricane or tropical storm warnings across five states, according to CNN Supervising Meteorologist Brandon Miller. But by 2 or 3 a.m., those winds are going to be 50 to 60 miles per hour, potentially, and so you need to prepare for that before you go to sleep,” Miller said. “That’s something people can do: Pick a room in their house that is the most protected from falling debris, and sleep there tonight,” Miller said.

On Thursday, rescue teams reached eight towns that had been cut off from the outside world since last Sunday, due to destroyed infrastructure and power grids. Typhoon Gaemi initially made landfall in China on the evening of Thursday July 25, with winds approaching 110 kph (70 mph). The storm previously caused torrential flooding in Taiwan, with rainfall in five townships totaling over 1,285mm (50 inches). CNN —Hurricane Beryl, a powerful Category 3 storm, is expected to slam into the Caribbean on Monday, endangering several island communities with life-threatening storm surge, violent winds and flash flooding. They say the lack of water from Mexico is propelling them into crisis, leaving the future of farming in the balance. Pain in both countriesThe water from Mexico goes to the Falcon and Amistad Reservoirs which straddle the border and provide water to homes as well and farms. To rely only on storms to reduce water scarcity would make Mexico “totally exposed to what nature decides about our water future,” UNAM’s Magnaña Rueda said. Ultimately, there needs to be a recognition that water sharing agreements must adapt to a changing climate, Rueda said.

CNN —At least 27 people have been killed in southeast Brazil as rainfall continues to ravage parts of the country, according to CNN affiliate CNN Brasil citing state authorities. The death toll in the Brazilian state of Espirito Santo rose to 19, and at least eight people have been killed in neighboring state Rio de Janeiro, CNN Brasil reported citing each state’s respective Civil Defense. At least six people are still missing, and more than 7,000 people were forced to flee their homes in Espirito Santo, according to CNN Brasil.
