CNN —China rejected a meeting with Defense Secretary Lloyd Austin during a conference in southeast Asia this week, marking the latest turn in a tumultuous relationship between the two countries’ defense leaders. But China did not accept the offer, pointing to a recent Taiwan arms sale as their rationale, a senior defense official told reporters traveling with Austin in Laos. The Chinese rejection of the meeting in Laos comes just days after US President Joe Biden and Chinese President Xi Jinping met in Peru for their final meeting under Biden’s administration. China has often used the cancellation of meetings and lines of communication as a way of registering displeasure with the United States. After then-House Speaker Nancy Pelosi visited Taiwan in 2022, China cut off a number of lines of communication with the US, including on military issues and climate.

Former U.S. President Donald Trump's victory over Vice President Kamala Harris in this week's election has raised questions about how Asia will be impacted. "When passed, the [tariffs] will sweep across Asia, particularly China [and] should spike volatility and compress multiples as uncertainty prevails." Even so, the analysts say the region is "more prepared than in 2016" and investment opportunities remain, especially given the weaker yen and stimulus in China. This will bring about "structural shifts in global supply chain ... [and] could boost infrastructure spending in ASEAN and South Asia," he added. The currency has fallen versus the dollar following Trump's win, hitting 154.7 per dollar on Wednesday — its weakest level since July 30.

The head of Myanmar’s military government will pay an official visit this week to China, the embattled Southeast Asian nation’s most important international ally, for several regional meetings, state-run media reported on Monday, amid concern by the opposition. The visit comes as Myanmar’s army has suffered unprecedented battlefield defeats over the past year, especially in areas near the Chinese border. Myanmar’s pro-democracy opposition has expressed concern about China welcoming a visit by Min Aung Hlaing. It is Min Aung Hlaing and his group who are destroying these things,” Kyaw Zaw said. Myanmar’s army has been on the defensive since late last year when ethnic armed organizations dealt it major defeats in the country’s northeast.

The Association of Southeast Asian Nations (ASEAN) has continued to emerge as an economic winner of increasing geopolitical tensions between China and the United States, though risks from fragmentation remain, the International Monetary Fund (IMF) says. Though U.S.-China tensions have been deteriorating in recent years, ASEAN has adapted and continued to integrate with the global economy, the IMF said in its latest Asia-Pacific Outlook report, released Friday. "Despite geopolitical tensions, ASEAN has continued to strengthen trade and investment links with both China and the U.S.," the report said. "[T]he region has even been able to take advantage of trade diversion opportunities caused by US-China trade tensions," the report added. Overall, the IMF says these trends have contributed to the ASEAN region increasing its share of inward foreign direct investment, world exports and global value added.

After a sweeping look at global trade shifts, JPMorgan strategists have concluded that some of Apple's Chinese suppliers could benefit from the trend of supply chain diversification. The Oct. 18 report looked at 10 aspects of "the great supply chain relocation and the rise of trading blocs." The analysis ranged from China's dominance in the global supply chain and overcapacity concerns, to U.S. policy. Calls for supply chain diversification picked up during the Covid-19 pandemic. "Further, they highlight names that could benefit from Apple's supply chain relocation," the report said.

Malaysia is working toward having the "the right ingredients" to finally claim "Asian Tiger" status, but must avoid the traps of widening inequality seen elsewhere. That's according to Abdul Rasheed Ghaffour, the governor of the central bank of Malaysia, who believes the southeast Asian country must avoid a "boom-bust cycle that has happened before." But it may be a case of better late than never, thanks to better-than-expected economic growth this year. Republicans stand a good chance of erasing the Democrats’ narrow 51-49 Senate majority in November, a hard reality that complicates Harris' transition planning. Members of Harris’ transition team have studied that one — the handoff from Ronald Reagan to George H.W. Harris' team is operating under an unusually compressed timeline and is still building the basic apparatus needed to vet potential hires and staff an administration. Last month, Harris' campaign appointed Yohannes Abraham to run the team that is preparing for a transfer of power. He came to his new role with direct experience, having been executive director of Biden’s transition in 2020.

Anadolu | Anadolu | Getty ImagesIndia's commerce minister rejected the idea of joining the Regional Comprehensive Economic Partnership, the world's largest trade deal, maintaining that it is not in the country's interest to be part of a free trade agreement with China. Negotiations for the RCEP started in 2013 and initially included India, which some members viewed as a counterbalance to China. However, in 2019, India chose not to join RCEP, citing unresolved "core interest" issues. Goyal noted that at that time, India already had a free trade agreement with ASEAN, Japan and Korea, as well as a bilateral trade with New Zealand worth $300 million. "It was not in our farmers' interest, RCEP did not reflect the aspirations of our small and micro medium industries and sector, and in some form, was nothing but a free trade agreement with China," he said.

WASHINGTON — The Harris campaign has tapped Yohannes Abraham for a top role in the presidential transition team, according to a source familiar with the planning. Covington and Burling LLP, the law firm where former U.S. Attorney General Eric Holder works, will help the transition team get set up. Abraham's appointment comes as the General Services Administration prepares to engage the Harris and Trump campaigns in the presidential transition process. Federal law related to presidential transitions stipulates Sept. 1 as the deadline for GSA to enter into formal agreements with presidential transition teams. Rising U.S.-China tensions have sent Chinese companies the signal that regardless of who wins the White House, overseas investment is the way to go. Chinese companies' interest in expanding overseas has accelerated since the pandemic as growth slowed domestically. "Top sectors that received Chinese investment have shifted from tertiary to manufacturing industries," the report said. "Interestingly, while Chinese companies have become more active in expanding business in ASEAN countries, they tend to maintain their presence in the West, suggesting the 'ASEAN+1' strategy may have increased." Even in the U.S, where new investment from China has fallen sharply, the report said that "Chinese companies have not materially withdrawn from the US market either."

U.S. Secretary of State Antony Blinken criticised Beijing's "escalating and unlawful actions" in the South China Sea at a summit on Saturday, while his Russian counterpart said Washington has stoked anxiety with its plan for a nuclear deterrence with ally Seoul for the Korean peninsula. Blinken singled out China over its coast guard's hostile actions against U.S. defense treaty ally the Philippines in the South China Sea. The Philippines' small troop presence on a grounded former U.S. navy ship at the Second Thomas Shoal has angered China for years. Blinken discussed Taiwan with Wang and concerns about Beijing's recent "provocative actions", included a simulated blockade during the inauguration of Taiwan President Lai Ching-te, a senior U.S. State Department official said. Wang told Blinken that although communications had been maintained between China and the United States, Washington had not stopped its containment and suppression of Beijing and had even intensified it.

Relations between China and Japan are at a critical stage, Chinese Foreign Minister Wang Yi told his Japanese counterpart on Friday as the pair discussed thorny issues including Japanese nationals detained in China, food import bans and semiconductor curbs. "China-Japan relations are currently at a critical point: advance or be left behind," Wang told Kamikawa, according to a readout of the talks issued by the Chinese foreign ministry. It is hoped that the Japanese side will establish an objective and correct perception of China and pursue a positive and rational policy towards China." In their first one-to-one talks in eight months, Kamikawa strongly urged the lifting of import restrictions Beijing imposed on Japan food products in the wake of the Fukushima water release. Japan and Philippines' defense pact signed on Monday seeks to counter China's increasing aggression in the region and create deterrence that goes beyond reliance on the U.S., experts told CNBC. The RAA marks Japan's second such agreement with a country in the Asia-Pacific region, following similar agreements with Australia in 2022. The treaty must be ratified by the appropriate legislative bodies of the Philippines and Japan before coming into force. Kamikawa called the signing of the RAA "a great achievement" for the two countries to further strengthen security and defense cooperation.
