HONG KONG — Hong Kong’s top leader on Tuesday warned President-elect Donald Trump not to interfere in the Chinese territory’s internal affairs after he said he would “100%” free the imprisoned pro-democracy activist and tycoon Jimmy Lai. He said Hong Kong, whose government denies that judicial independence is under threat, also valued the rule of law. “In these respects, I hope that all countries will respect the Hong Kong Special Administrative Region and avoid political interference that could affect the judiciary and normal commercial activities in Hong Kong,” he said. Hong Kong also enacted its own national security legislation in March. Pro-democracy activist Jimmy Lai being escorted out of court in Hong Kong in 2021.

Charlotte Kates, a New Jersey native and Rutgers Law School graduate who co-founded the pro-Hamas organization Samidoun, has become the focus of an ongoing legal debate: When does free speech cross the line into breaking federal anti-terrorism laws? Germany banned the organization last November, and Israel designated it a terrorist organization in 2021. Kates’ open support of terrorist organizations puts her in the middle of a growing legal dispute: When does free speech cross the line into breaking federal anti-terrorism laws? “As far as I’m concerned, this is legitimate political advocacy, unpleasant as it may be.”What is ‘knowingly’ coordinating with a terrorist organization? “You don’t have a right to pick and choose which law to follow.”Not all federal law enforcement experts agree with Burns’ approach.

“I have a plan and strategy,” Ivan Raiklin, a former Green Beret and political operative who has close ties to associates of Trump, told a group of Pennsylvania activists earlier this month. Four years ago, Trump’s unsuccessful efforts to overturn his loss to President Joe Biden didn’t truly materialize until after the election. Brian Snyder/ReutersBut this time around, MAGA activists have been planning to undermine a potential Harris victory well in advance of the election, with some even arguing that state legislators should simply ignore the election results and award electoral votes to Trump by default. “Those looking to overturn the election are way ahead of where they were in 2020,” said Harris. Trump himself has echoed some of the conspiracy theories pushed by his supporters, suggesting that election fraud is rampant in 2024.

Scientists with the National Weather Service and the National Hurricane Center began sounding the alarm as early as Sept. 23. In a YouTube video posted that morning, the National Hurricane Center’s deputy director, Jamie Rhome, described a tropical cyclone that would “briskly develop” into a hurricane. Monday night, the National Weather Service posted on X that heavy rain and powerful wind gusts would hit the Southeast later in the week. “It is not common for the National Weather Service to use words like ‘catastrophic’ to describe forecasts,” Buncombe County Manager Avril Pinder said at a news conference Thursday morning. That has made even apolitical groups like the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service a target of some Republicans.

Russian intelligence services are building up their presence in Mexico for spy operations targeting the United States, a return to Cold War tactics by an increasingly aggressive regime, according to U.S. officials and former intelligence officers. The Mexican Embassy and the Russian Embassy did not respond to a request for comment. “Part of this is a function of the fact that so many Russian intelligence officers have been kicked out of Europe. Those are Russian intelligence personnel, and they keep an eye very closely on their opportunities to have influence on U.S. opportunities and access,” VanHerck said. Russian intelligence could conceivably also take advantage of Mexico’s proximity to target Putin’s political enemies inside the U.S., former intelligence officers said.

CNN —CIA Director Bill Burns on Thursday warned that unless US sends more military support, Ukraine could “lose” the war against Russia by the end of the year. His comments mark one of the starkest warnings to date from the Biden administration on the stakes in Ukraine as Congress debates whether to approve a long-delayed aid package to Kyiv. In an effort to satisfy divided factions of the GOP, some of whom support and some of whom oppose aid for Ukraine, he has split the legislation into separate bills and the Ukraine aid portion is expected to come up for a vote on Saturday night. That would still be deemed “a loss.”Burns detailed the dire need for basic ammunition that Ukraine faces on the battlefield. He recounted two battalions — 2,000-plus man units — that had “15 artillery rounds per day” and “a grand total of 42 mortar rounds,” respectively.

CNN —The US intelligence community assesses Israeli Prime Minister Benjamin Netanyahu’s “viability as a leader” to be “in jeopardy,” according to its annual report on the national security threats facing the United States that was presented to Congress on Monday. The intelligence report notes that the Israeli population broadly supports the destruction of Hamas. It offers an around-the-world unclassified snapshot of how the intelligence community views the panoply of national security threats facing the United States. Beijing, according to the report, has more than tripled its export of goods with potential military use to Russia since Moscow launched its invasion of Ukraine in 2022. CNN —CIA Director Bill Burns secretly traveled to China last month, a US official told CNN Friday, amid efforts by the United States to reset relations with Beijing after a year of extremely heightened tensions. The specific intelligence matter that Burns discussed in Beijing is unclear. “Our assessment at CIA is that I wouldn’t underestimate President Xi’s ambitions with regard to Taiwan,” Burns said earlier this year. National security adviser Jake Sullivan met with top Chinese official Wang Yi in Vienna for “candid” and “constructive” talks in mid-May.
