The United States blocked the U.N. Security Council on Thursday from moving forward on a Palestinian bid to be recognized as a full member state at the United Nations, quashing an effort by Palestinian allies to get the world body to back the effort. The vote was 12 in favor of the resolution and one — the United States — opposed, with abstentions from Britain and Switzerland. The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. In 2007, the militant group Hamas drove the Palestinian Authority, which President Mahmoud Abbas leads and which exercises limited self-rule in the occupied West Bank, from power in the Gaza Strip.

Hong Kong CNN —China has unveiled a sweeping foreign relations law enshrining its right to impose “countermeasures” against actions that it deems a threat – in Beijing’s latest bid to bolster its position amid strained relations with the West. “This is the first comprehensive foreign relations law … but it (reads) more like Xi Jinping’s foreign policy declaration,” Zhao said, adding that its release comes at a moment when Xi is focused on countering what it sees as US efforts to contain China. “The party, not the government, runs China’s foreign relations. The law also includes China’s pledge to promote “high-level opening-up” of its economy, development of foreign trade and and encouraging and legally protecting foreign investment. In recent months, a campaign against consulting and due diligence firms has unnerved foreign businesses in China.

Several leaders in former Soviet states, including Ukraine, were quick to hit back following the interview, which aired Friday on French station LCI. Beijing has formal diplomatic relations with post-Soviet states, which include Russia. Ties have soured as Europe has uneasily watched China’s tightening relationship with Russia and its refusal to condemn Putin’s invasion. Voices in former Soviet states, where many remember being under Communist authoritarian rule, have been among those in Europe critical of such an approach. For Russia, giving up control of Crimea is widely seen as a non-starter in any potential peace settlement on Ukraine.
