The US Treasury Department is making unused COVID funds available to support housing projects. The State and Local Fiscal Recovery Funds has around $40 billion in unspent money, Reuters said. The Treasury will also step up efforts to understand the impact of climate risks on housing supply. Spring hasn't officially sprung yet, but the spring housing market already appears to be on the move despite stubbornly higher mortgage rates. Mortgage applications to purchase a home increased 11% last week compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. There were 14.8% more homes actively for sale in February compared with the same time last year, according to Realtor.com. Notably, homes priced in the $200,000 to $350,000 range grew by 25% from a year ago, outpacing all other price categories. There are very few borrowers today with rates that are high enough to benefit from a refinance.

I have covered economics for 11 years now, and in that time, I have come to the realization that I am a statistic. Even as the inflation rate has cooled across the US economy, child care remains a sore spot for many families. The weekly price of day care for a toddler surged 9% in 2023, according to Care.com, a marketplace for child care. The Federal Reserve may have a housing problem. The persistence of housing inflation poses a problem for Fed officials as they consider when to roll back interest rates. Housing is by far the biggest monthly expense for most families, which means it weighs heavily on inflation calculations. “If you want to know where inflation is going, you need to know where housing inflation is going,” said Mark Franceski, managing director at Zelman & Associates, a housing research firm. Housing inflation, he added, “is not slowing at the rate that we expected or anyone expected.”Those expectations were based on private-sector data from real estate websites like Zillow and Apartment List and other private companies showing that rents have barely been rising recently and have been falling outright in some markets.

Cities and towns in both states, they could see, penalize or outright prohibit duplexes and other forms of housing that bring down prices and help prevent urban sprawl. Enacting a more permissive set of zoning rules gave everyone something they wanted. "The state of California has been passing zoning change after zoning change," Freemark says, "but it's still facing low housing construction statewide."
