ISIS-K, the Afghan branch of the Islamic State, directed an Afghan man’s foiled U.S. Election Day terror plot, according to two senior U.S. officials briefed on the matter. The revelation that a foreign terrorist organization was in communication with a would-be attacker inside the U.S. makes the alleged Election Day plot different from most terrorism cases in the past decade, most of which involved people self-radicalized online or self-directed attempts. The charging documents say Tawhedi told the FBI that he was communicating with a person named “Malik” and that he knew “Malik” was affiliated with ISIS. Tawhedi’s mother, who lives in Afghanistan, is believed to be an ISIS sympathizer, two U.S. officials said. In the France case, law enforcement officials told NBC News they had opened a preliminary investigation into a potential terror plot in France on Sept. 27.

European stocks are heading for a positive open Tuesday, with global markets broadly tracking gains on Wall Street. Alejandro Arredondo, an architect born in Mexico, is among the few who will ever get to work on the Notre Dame in Paris, France, since its construction nine centuries ago. Nearly 6,000 miles from his native homeland, Arredondo is the only Latino working on the restoration of the 860-year-old gothic cathedral. Three months into the job the unimaginable happened: The Notre Dame cathedral was engulfed in flames. The Notre Dame continued to top the lists of most visited monuments in Europe even after it’s closure following the catastrophic fire back in 2019. “I took that element to show that we are capable of doing great things,” said Arredondo.

UNIFIL – the UN peacekeeping mission in Lebanon – has called the violations “shocking.”Israel has accused Hezbollah of operating in areas near UNIFIL posts. On Friday, two UNIFIL troops were injured after two explosions occurred close to an observation tower. The United Nations Interim Force in Lebanon (UNIFIL) was established by the UN Security Council following Israel’s first invasion into southern Lebanon in 1978. The UNIFIL troops are tasked with monitoring border violations and keeping the area, which includes Hezbollah strongholds – secure. While UNIFIL is a peacekeeping mission, troops can use force in certain circumstances, including self-defense, to protect civilians under the imminent threat of violence and to protect UN personnel facilities and equipment.

Headline price rises in the euro area cooled to 1.8% in September, below the central bank's 2% target. Bank of France Governor Francois Villeroy de Galhau last week described an October rate cut as "very likely" and said such a step "won't be the last." This led him to forecast ECB rate cuts will take place both this week and at each of the central bank's forthcoming meetings, until the deposit rate hits 2.5%.

CNN —Jamie Foxx hadn’t been on stage for 18 years, but he returned recently for a very special reason. On Sunday he posted photos on social media from his performances in Atlanta showing him on stage including performing on the piano. In a video posted to TikTok in July 2024, Foxx told a group of people that he had a “bad headache” on April 11, 2023. Foxx went on to explain in the footage that he was told his sister and his daughter took him to a doctor, who gave him a cortisone shot. Foxx is known to be guarded about his private life, and he sought privacy as he recovered his health.
