NAIROBI, Kenya (AP) — Congo’s president wants the world’s second largest United Nations peacekeeping force to move up its departure from the country, starting this December, saying it has failed to rein in conflicts in the country's east. After a quarter-century of peacekeeping efforts, “it’s time for our country to take its destiny fully in hand” and become the leading security force in Congo, he said. Eastern Congo, far from the capital, has long been overrun by dozens of armed groups seeking a share of the region’s gold and other resources. A separate East African regional force is also present in eastern Congo but has seen protests as well. A visit by Pope Francis to eastern Congo planned for early this year was cancelled because of the worsening security situation there.

Netanyahu, who met Congolese President Felix Tshisekedi during the U.N. General Assembly, announced in a statement that Israel would also be opening an embassy in Kinshasa, the capital of Democratic Republic of Congo. Only a handful of countries have their embassies in Jerusalem, with most others maintaining their diplomatic representation in the coastal city of Tel Aviv, Israel's main economic hub. While Israel considers Jerusalem its eternal and indivisible capital and wants all embassies based there, most of the world does not recognize Israeli sovereignty over the entire city, believing its status should be resolved in negotiations. It said it was attacking Armenian military units in response to what it called "terrorist provocations", and that it would provide "humanitarian corridors" for civilians. Azerbaijan's foreign ministry said peace in the breakaway region could only be achieved once Armenian troops left and the separatist local authority was dissolved. Its foreign ministry urged Russian peacekeeping troops to stop Azerbaijan's "full-scale aggression". "We are deeply concerned about the sharp escalation of the situation in Nagorno-Karabakh," Foreign Ministry spokeswoman Maria Zakharova said.

The Anchorage Assembly just approved $4 million in funds and will vote on additional elements of an emergency plan next week. Anchorage last winter had a record 24 deaths outdoors among the homeless population, with 11 fatalities occurring in the winter months between October 2022 and April 2023, said Alexis Johnson, the city's homeless director. The city recently brought four more housing facilities, which could create space for another 310 people, but is still seeking winter housing for an estimated 400 to 450 people. By renting hotel rooms, Johnson hopes to limit the capacity of a mass winter homeless shelter to no more than 150 people — one of the Assembly's stipulations when releasing the emergency funds.

Armenia has in recent weeks repeatedly accused Azerbaijan of massing forces around Karabakh, which Baku has effectively blockaded since December 2022, causing acute hunger. Armenian state news agency Armenpress on Thursday quoted Prime Minister Nikol Pashinyan as saying the humanitarian situation inside Karabakh was desperate. He said a Russian aid truck which Karabakh authorities allowed to enter the region from Azerbaijan on Tuesday had not alleviated the crisis. Armenpress also quoted Pashinyan as saying that Azerbaijan was continuing to mass troops along the frontlines with Karabakh and Armenia, a charge that Baku has repeatedly denied.

Arrested in 2018 in Russia, Whelan was convicted of spying charges in 2020 and sentenced to 16 years in a penal colony in Mordovia, a Russian region notorious since Soviet times for its penal colonies.
