Net neutrality may be US regulators’ next quagmire

Jonathan Newton/Pool via REUTERS Acquire Licensing RightsNEW YORK, Sept 26 (Reuters Breakingviews) - U.S. regulators risk another quagmire. The Federal Communications Commission wants to reinstate net neutrality rules that regulate how traffic flows on the internet. As with antitrust enforcers’ often-frustrated deal crackdown, the agency is stuck in a cycle of trying to litigate future problems, today. Regulators are trying to use yesterday’s tools to address the hypothetical problems of tomorrow. REUTERS/Dado Ruvic/Illustration/File Photo Acquire Licensing RightsSept 25 (Reuters) - OpenAI's ChatGPT is getting a major update that will enable the viral chatbot to have voice conversations with users and interact using images, moving it closer to popular artificial intelligence (AI) assistants like Apple's (AAPL.O) Siri. The voice feature "opens doors to many creative and accessibility-focused applications", OpenAI said in a blog post on Monday. ChatGPT's new voice feature can also narrate bedtime stories, settle debates at the dinner table, and speak out loud text input from users. Alphabet's Google Lens is currently the popular choice to gain information on images. REUTERS/Brendan McDermid/File Photo Acquire Licensing RightsSept 25 (Reuters) - Spotify Technology (SPOT.N) is testing an AI-powered feature that will translate podcasts from the likes of Dax Shepard and Lex Fridman to other languages, the audio-streaming company said on Monday. The translated versions, powered by Microsoft-backed OpenAI's newly released voice generation technology, would mimic the original speaker's style and will be more natural than traditional dubbing, Spotify said. The company had also worked with other podcasters including Monica Padman, Bill Simmons and Steven Bartlett for the feature. The voice translations would be available in languages including Spanish, French and German for a select number of catalog episodes and future episode releases, said Spotify, which could expand the audience of the shows.

Taiwan President Tsai Ing-wen attends a ceremony for the start of construction of a new submarine fleet in Kaohsiung, Taiwan, November 24, 2020. Admiral Huang Shu-kuang, Tsai's security adviser, who is leading the program, said a fleet of 10 submarines - which includes two Dutch-made submarines commissioned in the 1980s - will make it harder for the Chinese navy to project power into the Pacific. He called the submarines a "strategic deterrent" to Chinese warships crossing the Miyako Strait near southwestern Japan or the Bashi Channel that separates Taiwan from the Philippines. "If Taiwan is taken, Japan will definitely not be safe, South Korea will definitely not be safe." Real estate stocks extend losses as rates soar

The S&P 500 real estate index (.SPLRCR) lost 0.7% on Friday after falling 3.5% on Thursday, which was its biggest daily decline since March when the banking sector was in crisis. This provided tempting returns for fixed-income assets, making the relatively high dividend payouts of Real Estate Investment Trusts (REITs) a little less tempting. While the Fed decided not to hike interest rates after its meeting on Wednesday, it indicated that rates could stay at elevated levels for longer than investors had expected. On Friday the biggest real estate loser was American Tower (AMT.N), which finished down 1.8% while the biggest gainer was Extra Space Storage (EXR.N), up 1.2%. Alexandria Real Estate Equities (ARE.N) fell 1.6% on Friday, after losing 8% on Thursday and hitting its lowest level since 2016.

U.S. District Judge Matthew Kacsmaryk in Amarillo, Texas, declined to block the rule, which took effect Jan. 30. The judge granted a petition by President Joe Biden's administration to dismiss the Republican-led states' lawsuit claiming the rule will jeopardize millions of Americans' retirement savings. Kacsmaryk in a 14-page opinion rejected the states' claim that the rule violates the federal law governing retirement plans. The rule still requires that financial considerations come first, and does not create "an overarching regulatory bias in favor of ESG strategies," the judge wrote. Kacsmaryk, a Trump appointee, in March rejected the Biden administration's claim that the states were improperly "judge shopping" by filing the lawsuit in Amarillo, where Kacsmaryk is the only judge.

Lockheed Martin F-35A fighter jets land on motorway

OSLO, Sept 22 (Reuters) - A pair of F-35A Lockheed Martin (LMT.N) fighter jets have landed on a motorway for the first time, footage from the Norwegian military showed, a step that enables them to reduce vulnerable time on the ground in times of war. Immediately after landing, refuelling was carried out with the engines running, a so-called "hotpit refuelling", the Norwegian military said, before the planes took off again. The move also marks a strategy shift for Shein, which has traditionally flown goods directly from China to shoppers. Goods eligible for QuickShip are delivered significantly faster than Shein's standard shipping times, which can range from nine to 14 days, according to estimates on its website. Importing high-demand products in bulk helps Shein save money, a person familiar with Shein's strategy said, as ocean shipping is significantly less costly than air freight. Shipping goods by air directly from China is a strategy that helps the e-tailer avoid unsold inventory piling up in warehouses, according to Juozas Kaziukenas, founder of e-commerce analytics firm Marketplace Pulse. Prior to 2020, Shein imported no clothing by ocean freight, according to the ImportGenius data.

WhatsApp has more than 500 million users in India, though regulators there have capped its in-app WhatsApp Pay service to only 100 million people. People shopping on WhatsApp could also pay using popular services like Alphabet Inc's (GOOGL.O) Google Pay, Paytm (PAYT.NS) and Walmart's (WMT.N) PhonePe but only after being redirected outside WhatsApp. Payments via those rival services - and any others that run on India's instant money transfer system UPI - will now be possible directly within WhatsApp, Meta said in a blog post. While WhatsApp Pay users will remain capped in India, there is no such limit on the number of users permitted to transact with businesses on WhatsApp using the other methods, a Meta spokesperson said. With some 300 million people spending about $180 billion via India's using UPI each month, the new transaction options could serve as a powerful lure to attract businesses to pay Meta for access to WhatsApp users.

REUTERS/Valentyn Ogirenko/File Photo Acquire Licensing RightsNEW YORK, Sept 20 (Reuters) - U.S. President Joe Biden plans to announce a $325 million military aid package for Ukraine on Thursday to coincide with a visit to Washington by President Volodymyr Zelenskiy, a U.S. official said on Wednesday on condition of anonymity. The weapons aid package was expected to include the second tranche of cluster munitions fired by a 155 millimeter Howitzer cannon, the U.S official said. Ukraine got an initial tranche of M864 155 millimeter artillery rounds in July 2023. Sending 155 millimeter artillery rounds with cluster munitions has eased the drain on standard "unitary" 155 millimeter shells, which the U.S. also plans to include in this shipment. Since the Russian invasion in February 2022 the U.S. has sent more than $40 billion worth of security assistance to Ukraine.
