Long viewed as an intriguing, if somewhat wonky, approach to conducting elections, ranked-choice voting — allowing voters to list candidates in order of preference instead of selecting just one — appears to be having a moment. Across the country, voters have adopted the system for municipal and county elections in each of the last 27 times the issue has been put to them. Nevada and Oregon — and perhaps Colorado and Idaho as well — will hold referendums on adopting the system this fall. Critics call the system confusing and even undemocratic, since candidates who initially get the most first-place votes don’t always win in the end. But just how popular ranked-choice voting is may depend on the group that has most often waged tooth-and-claw battles against it: conservatives, and in particular Republican political figures, who have ideological and practical reasons to oppose the system.

BRUSSELS (AP) — European Union lawmakers called on Thursday for an independent investigation into allegations of vote-rigging in Serbia and demanded that EU funds be cut off if the authorities in Belgrade fail to cooperate with the inquiry or are found to be implicated in election irregularities. The governing Serbian Progressive party of populist Serbian President Aleksandar Vučić won the Dec. 17 parliamentary and municipal elections, securing 129 seats in the 250-seat assembly. The opposition Serbia Against Violence coalition finished a distant second with 65 seats. The resolution has angered Serbian Prime Minister Ana Brnabić. Vučić’s ties to Russian President Vladimir Putin and his failure to enforce EU sanctions on Moscow have dismayed many.

CNN —The mayor of Rio de Janeiro, Eduardo Paes, has declared a state of public health emergency due to a dengue epidemic, according to CNN affiliate CNN Brasil. The surge in dengue cases comes as Rio and the rest of the country gear up for carnival celebrations where millions of people pour onto the streets for parades and block parties. In January alone, Rio’s city health network had 362 people hospitalized due to dengue, a record number, topping the previous high from 2008, CNN Brasil reported. According to data from the Rio de Janeiro City Council’s Epidemiological Observatory panel, 11,202 cases have already been registered in 2024. The Municipal Health Department is planning to vaccinate children as soon as the vaccines are released by the Ministry of Health, CNN Brasil reported.

Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. We are expanding to further areas to make sure we expand our level of deterrence and denial of illegal entry into the United States.”

The inflows this year come at a time when, historically, money funds see seasonal outflows. ORLANDO, Fla. (AP) — Disney on Thursday appealed a judge's dismissal of its free speech lawsuit over what it described as Gov. A separate lawsuit over who controls the district also is still pending in state court in Orlando. Disney had argued that legislation signed by DeSantis and passed by the Republican-controlled Legislature transferring control of the Disney World governing district from Disney supporters to DeSantis appointees was in retaliation for the company publicly opposing the state’s “Don’t Say Gay” law. Before control of the district changed hands from Disney allies to DeSantis appointees early last year, the Disney supporters on its board signed agreements with Disney shifting control over design and construction at Disney World to the company. Disney has filed counterclaims that include asking the state court to declare the agreements valid and enforceable.

CNN —Disney is appealing a major setback earlier this week in its ongoing legal and political battle with Florida’s Republican governor Ron DeSantis. On Thursday, Disney filed a notice of appeal, challenging a Florida federal judge’s decision to throw out its case accusing DeSantis of punishing Disney for exercising its right to free speech. The judge ruled that Disney lacked standing to sue DeSantis and that the company’s claims against the governor’s oversight board failed on merit — a win for DeSantis. On Wednesday, a Disney spokesperson said the company was undeterred, despite the initial dismissal. ATLANTA (AP) — Georgia Power Co. said Thursday that vibrations found in a cooling system of its second new nuclear reactor will delay when the unit begins generating power. Georgia Power said the Unit 4 problem has already been fixed but too much testing remains to be done to make the March 30 deadline. The new Vogtle reactors are currently projected to cost Georgia Power and three other owners $31 billion, according to calulations by The Associated Press. But even as government officials and some utilities are again looking to nuclear power to alleviate climate change, the cost of Vogtle could discourage utilities from pursuing nuclear power. Georgia Power owns 45.7% of the reactors, with smaller shares owned by Oglethorpe Power Corp., which provides electricity to member-owned cooperatives; the Municipal Electric Authority of Georgia; and the city of Dalton.

WASHINGTON (AP) — As he looks past the GOP primary and towards a likely general election rematch against President Joe Biden, Donald Trump will meet with members of the Teamsters Union in Washington Wednesday afternoon as he tries to cut into Biden's support. Trump is hoping to cut into that support as he casts himself as pro-worker and tries to exacerbate longstanding divisions between union leaders and rank-and-file members. While the Teamsters endorsed Biden in 2020 and Hillary Clinton in 2016, O'Brien stressed the union has “a very diverse membership. Wheaton estimates about 30% to 40% of its members voted for Trump in 2020, even though the union endorsed Biden. "The formation of the MK party is not an accident," the ANC said in a statement. The MK party is named after the ANC's former armed wing, in a challenge to the long-dominant movement. Zuma has been at odds with the ANC's leadership since he was forced to quit as party leader in 2018.

New York City will buy up millions of dollars of medical debt and erase it in a program that officials hope will ultimately help as many as 500,000 New Yorkers. Mayor Eric Adams announced Monday that the city would invest $18 million in a partnership with a nonprofit organization that buys up unpaid medical debt from hospitals at steep discounts and then erases it. Hospital systems and commercial debt buyers are often willing to sell medical debt at steep discounts, and the $18 million could wipe out over $2 billion in unpaid medical bills, city officials said. “Up to half a million New Yorkers will see their medical debt wiped thanks to this life-changing program — the largest municipal initiative of its kind in the country,” Mayor Adams said. Daniel Lempert, a spokesman for the nonprofit organization RIP Medical Debt, said that the group had begun conversations with New York City hospitals about examining their books to identify patients eligible for debt relief.
