CNN —Rep. Steve Scalise announced he was dropping out of the speaker’s race Thursday after House Republicans failed to coalesce behind him in the aftermath of Kevin McCarthy’s historic ouster. And Republicans scheduled a second members-only conference meeting for Thursday evening. But the opposition to Scalise as the next speaker only grew Thursday, with roughly 20 Republicans publicly opposing him. Scalise needs a majority of the House to be elected speaker, meaning he can only afford to lose four votes. The deadlock is leading to intensifying frustration as the House GOP looks no closer to coalescing around a speaker candidate.

GOP lawmakers did select Steve Scalise as their nominee for the job that is second in the line of presidential succession on Wednesday. The worsening debacle in the House follows the ouster of former Speaker Kevin McCarthy last week by eight Republicans voting with Democrats. But some GOP leaders are irritated that the jockeying is distracting from the imperative to find a speaker. While the impetus on Republicans to pick a new speaker escalated after the terrorist attack in Israel over the weekend, the House GOP conference remains bitterly divided over how it should proceed – and who can get the 217 votes needed to lead it. Republicans are preparing for the prospect that neither House Majority Leader Steve Scalise of Louisiana nor House Judiciary Chairman Jim Jordan of Ohio can get the votes to be elected speaker, leaving the conference with no clear path forward. In some corners of the conference, there was a push to quickly settle on a speaker. House Foreign Affairs Chairman Mike McCaul called for a new speaker by Wednesday to avoid appearances of weakness and dysfunction amid war in Israel. Until a new speaker is selected, the House can’t pass legislation to address the crisis, McCaul noted.

MELBOURNE (Reuters) - Global miner Rio Tinto has found no damage to the structure of a rock shelter at an Aboriginal heritage site in Western Australia that was impacted by blasting at its Nammuldi iron ore operations, it said after a visit over the weekend. Rio Tinto employees and representatives from the Muntulgura Guruma people visited the site last weekend, where a blast on Aug. 6 led to the fall of a Pilbara scrub tree and one square metre of rock from the overhang of a rock shelter estimated to have been inhabited over 40,000-50,000 years. "Assessments found no structural damage to the rock shelter itself, and no damage to cultural materials," Cecile Thaxter, Rio Tinto Iron Ore Vice President said in a webcast on Monday. Rio's destruction of rock shelters at Juukan Gorge in 2020 prompted a global outcry, the departure of top executives and a parliamentary enquiry that recommended an overhaul of Australia's Aboriginal heritage protection laws. Nevertheless, Western Australia is set to overturn its 2021 Aboriginal cultural heritage protection laws, introduced on July 1 after the destruction of the Juukan Gorge shelters.

CNN —House lawmakers are scrambling to determine whether acting Speaker Patrick McHenry can participate in a so-called Gang of Eight intelligence briefing on the unfolding crisis in Israel, a source familiar with the active discussions told CNN. The House Intelligence Committee is also in discussions about scheduling a classified briefing next week, the source added, which can occur even given the current posture of the House. The US could announce new assistance to Israel as soon as Sunday, a US official said, but without a sitting House speaker, administration officials are unclear about what can be accomplished. “Without a speaker of the House, that is a unique situation we’re gonna have to work through,” the official said. In the House’s current posture, members can still receive classified briefings, according to multiple sources, and the House Intelligence Committee members still have their security clearances.

India has told Canada that it must repatriate the diplomats by Oct. 10, according to the Financial Times. The Financial Times said India had threatened to revoke the diplomatic immunity of the 41 diplomats told to leave if they remained after Oct. 10.
