President Vladimir V. Putin of Russia and North Korea’s leader, Kim Jong-un, revived a Cold War-era mutual defense pledge between their nations on Wednesday, as the Kremlin deepened its security relationship with North Korea and vowed solidarity in challenging the United States. Neither Russia nor North Korea immediately released the text of the new treaty. But Mr. Putin, speaking at a joint briefing in Pyongyang after the two leaders signed the document, said the pact called for the nations to aid one another in the event of “aggression” against either country. The pledge of mutual assistance is likely to further alarm Washington and its allies. It could presage not only deeper support by North Korea for Russia’s war in Ukraine but also greater support from Moscow in aiding Mr. Kim’s quest for better-functioning nuclear weapons, missiles, submarines and satellites — a development that would increase anxiety among America’s Asian allies, especially South Korea.

Reuters —An heiress who has denounced the absence of taxes on wealth and inheritance in Austria has given the bulk of her money, 25 million euros ($27 million), to 77 organizations, including social and climate groups, as well as prominent left-wing ones. A spokesman said the 25 million euros was “the overwhelming bulk” of her wealth, though she retains an undisclosed sum. Engelhorn is a descendant of Friedrich Engelhorn, who founded German chemicals giant BASF in 1865. When Engelhorn-Vechiatto died in 2022, Marlene inherited a large sum. “Now, it is up to the political actors to do justice to what this group representative of the Austrian population has embodied,” Engelhorn said, calling for more debate on these issues.

The task force suggested that extensive and intensive behavioral interventions are the best way to help a child get to a healthy weight. A high BMI for a child is defined a little differently than it is for adults, although both use height and weight to estimate mass. Nearly 20% of children in the US have what’s considered a high BMI. The task force gives its guidelines letter grades based on the most up-to-date science. Under the Affordable Care Act, private insurers must cover preventive services that get a grade of A or B; the new child obesity recommendations got a B grade.

The dollar was firm on Monday as the euro hovered near a more than one-month low amid continued concerns about the political outlook in Europe. The yuan held close to a multi-month low after China released a slew of economic data that pointed to an uneven recovery in the world's second-largest economy. A Reuters poll published last week showed 63 of 65 economists thought a first cut would not come until Aug. 1. Elsewhere, the yuan was mostly flat at 7.2550 per dollar after domestic data showed a mixed economic picture in China. China's central bank left a key policy rate unchanged as expected on Monday as the weak yuan continued to hamper policy easing.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.
