In today’s edition, we preview tonight's showdown between Kamala Harris and Donald Trump. Programming note: Stay tuned for a special edition of the From the Politics Desk newsletter tonight, where we will be recapping and analyzing the presidential debate. One of the things I’ll be looking for is which voters each candidate goes out of their way to address directly. Something to watch for right at the beginning of the debate is whether Harris and Trump shake hands. That would boost her to 245 electoral votes and reduce the number of remaining state outcome combinations to 16.

A federal judge issued an injunction Tuesday partially blocking the enforcement of a New Hampshire law that bars some transgender students from competing on school sports teams that align with their gender identity. Last month, two transgender teenage girls and their families sued New Hampshire education officials, arguing that the measure violates Title IX civil rights rules, which prevent sex discrimination in federally funded education programs and activities. The Biden administration expanded Title IX rules in April to include protections for students on the basis of sexual orientation and gender identity. Moreover, the expansion of the Title IX rules is temporarily blocked in at least 10 states and faces ongoing court challenges in roughly 10 others. Chris Sununu, a Republican, took action on two separate bills affecting the state’s trans community in July, in addition to the sports measure.

CNN —US Secretary of State Anthony Blinken has called for “fundamental changes” to the way Israeli forces operate in the occupied West Bank after the killing of American activist Aysenur Ezgi Eygi at a protest last week. “No one, no one should be shot and killed for attending a protest. “Now we have the second American citizen killed at the hands of Israeli security forces. And we’ll be making that clear to the senior-most members of the Israeli government.”Blinken added that the United States had “long seen” reports of Israeli forces ignoring extremist settler violence against Palestinians and reports of excessive force by Israeli forces against Palestinians. CNN —The US Food and Drug Administration announced Tuesday that it will examine the potential harm to women of heavy metals such as lead and arsenic found in tampons. The FDA’s action follows the July publication of a small pilot study that found arsenic and lead in organic and nonorganic tampons. The July study discovered only the presence of the metals and “did not test whether metals are released from tampons when used,” the FDA said in a statement Tuesday. “However, there is no reason for people to be afraid to use menstrual products at this time,” Pollack added. That advice also applies to anyone concerned about heavy metals or chemicals in their menstrual products, experts say.

Here’s a look at what could happen to inflation, jobs and the deficit if Trump or Harris win in November. That, among other things, would keep the top tax rate individuals pay at 37% compared to 39.6% before it went into effect. Meanwhile, the tax proposals Harris has put forth so far mostly involve imposing higher taxes, which would have a positive impact on the deficit. For instance, she’s endorsed raising the top individual income tax rate to 44.6% and the top long-term capital gains tax rate to 28% versus the current 20%. Taken together, the Penn Wharton Budget model estimates Harris’ proposals could increase the deficit by an additional $1.2 trillion by 2034.

Concerns about the use of cryptocurrencies for illegal activity resulted in an effective ban on crypto mining and transactions. After a massive public outcry at the end of 2021, mining companies in Kazakhstan were effectively cut off from the grid. Today, the US makes up about 40% of the global hashrate — up from 17% during China's 2021 peak — making America the biggest hub for bitcoin mining. However, in recent years, bitcoin mining has become increasingly concentrated in the hands of a small number of private companies. Given how much energy bitcoin mining consumes, it's worth questioning whether its presence in the US is really worth the trade-off.

CNN —Kamala Harris’ joyful campaign will Tuesday be hit by the blunt force of reality — a debate with Donald Trump — the most menacing political foe of modern times.
