WASHINGTON, Aug 18 (Reuters) - The Biden administration has tightened controls on the export of materials and components for nuclear power plants to China, saying it would ensure the items were used only for peaceful purposes and not the proliferation of atomic weapons. The Nuclear Regulatory Commission (NRC), the federal agency responsible for nuclear energy safety, also requires exporters to get specific licenses to export special nuclear material and source material. That includes different types of uranium as well as deuterium, a hydrogen isotope that, in large amounts, could be used in reactors to make tritium, a nuclear weapons component. China opposes "putting geopolitical interests above nuclear non-proliferation efforts," he said. Two exports to China of the regulated nuclear materials occurred under a general license in the last year.

What’s the last great book you read? I loved the pair of Gwendoline Riley novels NYRB put out last year, “My Phantoms” and “First Love.” I enjoy reading about awful, sickening people, and these books are filled with them. But they’re awful and sickening in a way that, while not unfamiliar to my life experience, felt new — they’re awful and sickening in a way I’d not seen in literature before. Can a great book be badly written? I bought a book called “The Loser,” by William Hoffman Jr., based on its incredible cover (Funk & Wagnalls hardcover edition circa 1968).

Aug 3 (Reuters) - The United States remains confident that the Group of Seven's price cap on Russian oil is working to squeeze Moscow's revenues and stabilize energy markets despite a recent upturn in prices, a senior U.S. Treasury official said on Thursday. Van Nostrand said Russian data showed federal government oil revenues were nearly 50% lower in the first half of 2023 than a year earlier, and Russian oil was trading at "a significant discount" to Brent oil. Van Nostrand said the average reported price for Russian Urals had hovered around $60, the level of the price cap, despite widespread expectations that the price would rise in the second half of 2023, and despite recent price increases. Van Nostrand said the cap was continuing to limit Russian revenues, while giving "non-coalition buyers additional leverage to negotiate prices down." Still, Van Nostrand said Washington understood that markets could change rapidly, and Russia would keep trying to evade the price cap.
