Israel’s military has brought utter devastation to the Palestinians of Gaza after the attack by Hamas on Oct. 7. It is also a product of the decades-long role the military has played in enforcing Israeli occupation of Palestinian territories. Israel has governed a people denied basic human rights and the rule of law through constant coercion, threats and intimidation. I know this through the numerous testimonies collected by my organization, Breaking the Silence, which was formed in 2004 by a group of Israeli veterans to expose the reality of Israel’s military occupation. We know firsthand and from thousands of soldiers that military occupation is imposed on civilians through fear, which is instilled by the growing and often arbitrary use of force.

CNN: Do you think that Israel can defeat Hamas without conducting a ground invasion in Rafah? The fact is that Rafah’s where the hostages and remaining Hamas military power and leadership are believed to be, their rockets and weapons production and other capabilities, everything. CNN: Couldn’t Israel’s offensive still have the effect of creating more militants who are going to join Hamas and fight against Israel? But it’s also a very winnable war for Hamas at this point because wars are not determined just by military capability. The problem is that the international community pushed Israel into this framework of going slower, going methodically, evacuating every area beforehand.

The operation was aimed at locating tunnel shafts operated by Hamas and had recovered “ammunition of many types,” including anti-tank missiles. While a broader offensive has been long expected in Rafah, Israel is battling elsewhere in Gaza to prevent Hamas regrouping. The authorities in New Caledonia, a semiautonomous French territory in the South Pacific, put a curfew in place on Tuesday and banned all public gatherings after protests against a proposed constitutional change turned violent overnight. France’s High Commission of the Republic in New Caledonia announced on Tuesday that a “massive mobilization” of security and defense forces has been sent to quell the protests. In addition, a curfew was imposed in the capital, Noumea, for Tuesday night, and all public gatherings were banned along with the sale of alcohol and the transportation of weapons, the High Commission said. The latest protests started on Monday, before a scheduled Tuesday vote in the French Parliament on a change to New Caledonia’s Constitution that would expand French citizens’ eligibility to vote in provincial elections. Some pro-independence activists in the territory fear the amendment would water down their movement.

CNN —The Israeli military has renewed its fighting in northern Gaza where it previously claimed to have dismantled Hamas’ command structure. The Israeli military also began operating in the area of Zeitoun in central Gaza, as it continues its offensive in eastern Rafah and near the Rafah crossing with Egypt. “Israel’s strategy is not a good one,” said Danny Orbach, a military historian at the Hebrew University of Jerusalem. Others say the re-emergence of Hamas “pockets” is not unusual, and that the Israeli military will have to keep re-entering areas in Gaza until no more fighters emerge. “This process will happen again and again,” Amir Aviv, former deputy commander of the Gaza Division of Israel’s military, told CNN, until all “pockets of resistance” are removed.

The report also did not find that Israel had intentionally obstructed humanitarian aid into Gaza. Such a finding would have triggered a U.S. law barring military aid to countries that block such assistance. They argue that Israel has indiscriminately killed civilians with American arms and intentionally hindered U.S.-supplied humanitarian aid. Either would violate U.S. laws governing arms transfers to foreign militaries, as well as international humanitarian law, which is largely based on the Geneva Conventions. The United States provides Israel with $3.8 billion in annual military aid, and Congress last month approved an additional $14 billion in emergency funding.

The Biden administration believes that Israel has most likely violated international standards in failing to protect civilians in Gaza but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday. Even so, the report — which seemed at odds with itself in places — said the United States had no hard proof of Israeli violations. The report, mandated by President Biden, also makes a distinction between the general possibility that Israel has violated the law and any conclusions about specific incidents that would prove it. The conclusions are unrelated to Mr. Biden’s recent decision to delay the delivery to Israel of 3,500 bombs and his review of other weapons shipments. The president has said those actions were in response to Israel’s stated plans to invade the southern Gaza city of Rafah.
